This is not a matter of D's or R's. It's a matter of giving an incentive for candidates to reach all Americans. It's *currently* the case that rural areas are ignored. And Senator Graham's own South Carolina got no visits in 2016. Change that! See:

No, it's the opposite. Most rural regions/states get very little attention from presidential candidates. A national popular vote would give an incentive to go to every state - including South Carolina, which received no visits during 2016's campaign:

If you're worried about big-state domination, it's the *current* system that allows that. If one adds up the popular vote in 2016, it would have taken 39 states plus DC to get to a win. That would require national reach by either candidate. More:

The problem is not necessarily the Electoral College; the problem is that in the early 19th C the EC changed from a deliberative system to a winner-take-all system. Both add a mechanism between the popular vote and the president, but one is a brake, the other an accelerator. /1

My sense is that opponents of a national popular vote don't actually care about large vs. small states at all (except as empty rhetoric); they just believe that people in large cities should count less than people in small towns (regardless of the state).

In those particular states, yes. Overturning those maps would likely gain 2-3 House seats for Democrats in North Carolina, and 1 House seat for Republicans in Maryland. Somewhat cancelling in terms of raw power...but they would improve competition in both states.
