So taxing income minus saving, is similar to taxing spending, but VAT collects the money in a different way. There are flaws though, as VAT is not easy to administer for some types of spending.. housing, banking and others.

It was discussed as an option by the Meade Commission into tax in the 1970s. A comprehensive VAT is very similar in principle to an income tax with tax relief for savings (like the income tax allowance for pension contributions). The reason is spending equals income minus saving.

I agree with you Karl.. in effect, it's a border in about three places. But I think having EU officials checking on intra-UK trade breeches certain principles to some people, as much as having a number plate readers on the NI/RoI land border does

Indeed. In fact, one of the flaws in the EU framing of the UK backstop as being cherry-picking, is that most people (and certainly the Brexiteers) would regard unilateral alignment on regulations and tax to be a burden not a privilege.

And then with no border at Dover... In which case, you've made an extra demand (FoM) and an extra concession (borderless trade). Fair enough.. if I was EU I'd put that on the menu. But can UK have no FoM, and no NI/GB border?

I think you are being harsh. I'm not a defender of the UK government's negotiating position - they don't even want to get to the backstop. But I think UK-wide alignment to avoid an intra-UK international border is a reasonable offer. And btw, was agreed in Dec as such

That's up to the EU.. they'd be (pointelessly) checking compliance with EU regulations. But the UK is unilaterally allowed to align with EU rules (like Ecuador can use the dollar). It's up to the EU to decide if it recognises our alignment.

But your position is say to the Brits that in order to avoid a hard goods border between NI/RoI and NI/GB, you have to sign up to the full SM, and offer residence rights (*not movement rights, but actual full-on residence) to the whole of the rest of the EU.

But again, you are assuming the UK backstop of CU + half of SM gives us any privileged access to the EU market at all. It does not, except via the Irish land border. And I'm not suggesting it should give us more.

Well, I think when it comes to Ireland, if the UK really offers to say in CU and half the single market, no-one can say the UK is trying to build a barrier between NI/RoI. (A second issue is why the EU would then think it needs a GB/EU border.. But that is up to the EU).

The Joint Report paras 49 and 50 only related to the Irish border.. so there is no implication for the overall relationship. It is true, once EU concedes there needs to be land border, the UK and RoI will both massively benefit from no border at Holyhead or Dover as well.,.
