Experienced PHP developers outside the WordPress bubble rarely develop interest in it because of its ancient requirements. Using modern standards would make WordPress more attractive to those developers and also cause the number of developers leaving the project to decrease.

For site-owners, this doesn't have an immediate benefit, but a higher number of experienced developers means a higher number of quality plugins that fulfills the site owners' needs.

For site-owners, this doesn't have an immediate benefit, but a higher number of experienced developers means a higher number of quality plugins that fulfills the site owners' needs.

It also potentially means a higher number of core contributors, which would have a positive impact on core's development as well, to better fulfill the site owners' needs.
