From CSS Discuss
The emphasis of css-d is on the practical use of CSS. See Posting Guidelines and the list's charter and policies:-

Some topics are off-topic for css-d, for example:-
- mark-up questions
- the future direction of CSS
- comments on and criticism of the CSS Recommendations
- Browser Detection (aka sniffing)
- Java Script or other client-side scripting
- Server-side scripting (eg. JSP, ASP, PHP, Perl, SSI etc.)
- Css Editors
- image formats
- accessibility and usability
- web standards
...although you might find limited information about them on this Wiki where they impinge on the practical use of CSS.
Places where it would be appropriate to discuss such things and ask questions about them:-
- Webdesign-L - "technical, cultural, political, economic and artistic aspects of web development and design" - including mark-up questions.
