Please see the attached file. It should show a map with a single marker on it, near the top. The 
marker is draggable. When it is dragged, an info window spawns up.

If you drag the marker before ever clicking it, the screen will auto-pan as you are still dragging it. 
This will force your mouse to be above the info window. If you release it, the marker will remain 
bound to your mouse. Even if you close the info window, it will still be bound. You can zoom out 
and zoom in and the marker still remains the same relative distance from the mouse.
