The NavigationControl for ZOOM_PAN does not display correctly in IE8.  It 
looks fine in FireFox 3.5.7 and Safari 4.0.4.

The circle with the direction arrows is being cut off on the right as well 
as it is being displayed partially under the slider control for zooming.
