As in any organization, the top 5% of talent does an outsized proportion of the quality work. It's that 5% you'll lose to private sector.

The point is this: these guys are happy to sacrifice earnings to serve the public. But they can vote with their feet when treated like crap.

I know from experience: I've referred many of my best government employees to BCG and McKinsey, and they've all gotten interviews.

What I mean by that is that the very best civil servants are from the same pool of talent that work at Goldman, McKinsey, etc.

One thing Tillerson and (other tax-payers) don't understand is quality of best civil servants and how they fit into overall labor market.
