I want to commend Italy and many other Member States that are upholding our values and taking up their share of European responsibility for many years. We should not lose sight of the efforts these Member States have done in the past and continue to do so.

We cannot turn our eyes away from what is happening, even after 3 years of progress in managing migration. We cannot afford to become complacent. What matters most is that people in a desperate situation were saved and helped. This is what counts ultimately, and always.

Our policy and budget for migration, asylum and borders need to be flexible and effective, but equally fair and proportionate. We cannot continue the political ping-pong of who is responsible. Because we all are: the EU as a whole with all Member States.

We cannot afford another repetition of 2015. Neither politically nor financially. We need structural solutions. This is why we propose today to almost triple the funding for migration and border management: almost €35 billion for 2021-2027.
