Operations Support (OS) coordinates ERO requirements to provide the resources and support infrastructure necessary to ensure the efficient execution of ERO’s mission. OS responsibilities include budget formulation and execution management, financial management, purchase card support, facilities construction and leasing management, fleet and personal property management, training management, human capital management, and compliance and oversight support.

The Assistant Director (AD) for OS is responsible for a dynamic human capital program that includes aggressive recruitment, hiring, and retention of a diverse professional, managerial and officer workforce and provides sound and cost-effective budget and financial management policies, procedures and guidance. The AD for OS also provides a safe and effective fleet, and provides planning and oversight of ERO facilities and construction. The AD for OS ensures collaboration with internal stakeholders to define requirements and guarantee timely responses to Freedom of Information Act (FOIA) cases, and institutes a partnership throughout the agency to develop an overarching ERO training strategy that includes mission-specific training needs.

After serving on active duty in the United States Navy from 1988 to 1993, Mr. Randolph joined the Naval Sea Systems Command (NAVSEA) in 1995 as a Navy Contracting Intern under the Outstanding Scholar Program. During his almost 10-year tenure at NAVSEA, he worked in multiple purchasing divisions and on numerous weapon systems and acquisition programs including positions as the Contracting Officer for NAVSEA’s University Affiliated Research Center (UARC) and later the Undersea Weapons Program Office (PMS 404). In 2004, Mr. Randolph was selected to be the Assistant Commander for Contracts/Head of Contracting Activity (HCA) at Marine Corps Systems Command (MCSC), Quantico, Va. There he led a staff of over 145 acquisition professionals and managed the procurement function for multiple Marine Corps, Navy and Department of Defense customers. During his tenure, Mr. Randolph successfully managed the execution of multi-billion dollar annual procurement budgets, culminating in FY2008 with obligations in excess of $12 billion. During this time Mr. Randolph was also a successful graduate of the Federal Executive Institute (FEI).

In April 2009, Mr. Randolph was selected into the Senior Executive Service (SES) as the Director of the Procurement Oversight and Support within the Office of the Chief Procurement Officer, Department of Homeland Security. In July 2010, Mr. Randolph was selected to be the Director, Office of Acquisition Management/Head of Contracting Activity (HCA) for U.S. Immigration and Customs Enforcement (ICE). Here he led a staff of over 200 acquisition and support professionals and manages the overarching procurement activities valued at over $2.3 billion annually for multiple ICE program and support offices and a $29 million operating budget.

In February 2013, Mr. Randolph accepted an assignment to Enforcement Removal Operations (ERO) as the Assistant Director for Operations Support. He leads a team of approximately 100 professionals that provide support for more than 7,600 ERO employees in the areas of Human Resources, Budget, Policy, Administrative Services, Facilities and Fleet Management.

Mr. Randolph is a graduate of Shepherd University with a Bachelor’s degree in Business Administration and a minor in Government. He is a David Packard Excellence in Acquisition Award winner and the recipient of the Navy/Marine Corps Meritorious Civil Service medal.
