    Good point. Some of the evidence from Douma suggests an indiscriminate attack that, due to chance and circumstance, killed dozens of people.

    The thing to understand about the Douma attack is the high number of fatalities is not something that could have be planned for, the weapons used were modified industrial gas cylinders, not precision muntions, inherently indiscriminate when dropped on a dense urban center.
