Good point but for Bolton it's part of his quest to prove his sovereignist worldview correct. He's a legal theorist, not a strategist, and knows very little about foreign policy outside of international law.

The larger strategic picture is a struggle between free societies and neo-authoritarianism. That has to be the priority for the US. Not at all clear how the Middle East fits into this.
