There are requirements to register in several EU member states. Requirement for new arrivals will be introduced. Unless no deal, the Withdrawal Agreement would be an EU-UK Treaty including agreed oversight of the settlement scheme.

New arrivals will be asked and required to register. (It will also be in their interests, as registration is useful in terms of footprint on system, eg to demonstrate 5 years residence). But practical level of enforcement possible is necessarily light while grace period open.

Reason 2: for practical reasons (3.6 million people to register), government is giving EU nationals here 30 months to apply. Those here before Brexit require no documentation during this "grace period".
Claiming to be able to enforce new rules for 2019-20 arrivals is unworkable

Q I would have asked: we hear a lot about the horrors on social media, which is important. But we hear very few examples of it being used as an effective tool for democracy, which means MPs like the one I spoke to see it purely as a tool for abuse. How can we show them its value?

The better known of the two is that, unless there is a 2019 no deal exit, the government's policy is a two-year transition period. In a deal scenario, Theresa May has already proposed a two year delay on a new system coming in. But the other reason tends to be missed.
