During a recent trip to DC, I briefed Pence on latest developments in the European Union. He has great insight and is always a thoughtful sounding board.

The Nord Stream 2 pipeline will drastically increase Russia's energy leverage over the EU. Such a scenario is dangerous for the bloc and the West as a whole, say the US ambassadors to Germany, Denmark and the EU.

While modernizing consumer protections is laudable, I urge the & member states to avoid approving provisions that disproportionately impact micro, small & medium-sized enterprises, which would increase costs to doing business and decrease consumer choice in Europe.

After speaking with many stakeholders both in and outside of the EU, we remain concerned that the proposal to require an EU responsible person for compliance responsibilities and/or market surveillance authority contact will ultimately restrict foreign trade by SMEs.

The EU’s proposed legislation on market surveillance, enforcement and compliance (the “Goods Package”) could negatively impact e-commerce sales and create risk and uncertainty for EU and non-EU businesses while not achieving its main objective: to enhance product safety.

To conclude, I leave you with 4 recommendations: 1) prioritize innovation; 2) stop asking regulators to punish competitors; 3) prepare to work with new and ; 4) accept that innovation will skip over Europe if the EU doesn’t budge.

We must work towards interoperable solutions, as well as preventing conflicting laws and fragmentation of the internet. We must also avoid a patchwork of uncoordinated national laws that slow innovation and growth of emerging tech.

U.S.-EU collaboration combined with smart regulation will give us a competitive advantage. Conversely, premature or overly restrictive regulation of nascent technologies will kill innovation…and clear the field for to set AI standards.

China uses seemingly attractive pricing to get a foot in the door. And then, to quote Hotel California, they might check out, but they will never leave.

This is not a decision about price or quality. This is a decision about whether or not to allow a malign actor to take control of your national telecommunications system at a time and for reasons of their choosing. Would you ever put a price on national security?

The 5G infrastructure we put in place now will be used for decades to come. If the technology used to build today’s 5G networks contains and vulnerabilities they will weaken our collective security.
