Saudi used consultants for a lot of the ideas: Boston Consulting Group, McKinsey, Oliver Wyman. Law firm Latham & Watkins developed the proposed court system, with judges reporting to the king and operating under Sharia law.

To be fair to Baroness Wheatcroft, she told us that when she got up in Parliament and said Huawei “is playing a major role in the infrastructure of this country," she was “not speaking on their behalf. I was speaking on my own behalf.”
