That was always completely explicitly the case. Now it is not, and they perform an extremely useful function in helping people locate and fix huge leaks on their properties and tackle the national issue of water loss

.9% of households use an incredible 25% of domestic water - not through usage, but through leaks on or near their properties. This is the low hanging fruit of water repairs and the best way to reduce demand and save on hugely expensive and intensive new infrastructure
