Sure, but somewhat easier to say a country has met that threshold when they’ve actually had weapons and given them up. I was mostly thinking about those who never had weapons (to include those along the latency/hedging spectrums).

Sanctions aren’t the missing ingredient in the Iran strategy. That’s part of the problem with the max pressure approach: U.S. now left with few meaningful non-military options to respond. Lots of unknowns here, but strikes “on a handful of Iranian targets, like radar and missile batteries” within Iran would have almost certainly led to an Iranian retaliation against U.S. targets in the region.
