Add a handler for /versions/n.nn/ #441

This is the code/implementation accompaniment to #225

When working, update the example URL in #225 accordingly.

These pages should also serve as download hub for version-specific snapshots (json-ld/ntriples/csv etc.) as and when we make them available.

This went out with (and is linked from) http://schema.org/docs/releases.html#v2.0

Always more we can do but the immediate issue is addressed.
