Trust

Increasingly, the private sector is playing a greater role in supporting peace building efforts in conflict and post-conflict areas by providing critical expertise, know-how, and capital. However, reports of the corrupt practices of both governments and businesses have plagued international peace building efforts, deepening the distrust of stricken communities. Businesses are perceived as being selfish and indifferent to the impact their operations may have on the social and political development of local communities. Additionally, the corruption of local governments has been (...) cited as interfering with the creation of stability in conflict areas. Within this framework, multinational Public-Private Partnerships can exert two forms of influence: they can either exacerbate these problems, or they can become part of the solution. Without a relationship of trust among local businesses, government, and the private sector, peace building efforts will at best be mixed, and could possibly perpetuate violence in fragile states. Public and private interests are better served when Public-Private Partnerships are based upon collaboration and assist in establishing principles of good governance in conflict areas. This in turn can help build trust and regain the credibility of both sectors among local communities, which are essential in making Public— Private Partnerships more effective. (shrink)

To what extent can we rely on others for information without such reliance becoming epistemically problematic? In this paper, this question is addressed in terms of a specific form of reliance: cognitive outsourcing. Cognitive outsourcing involves handing over (outsourcing) one’s information collection and processing (the cognitive) to others. The specific question that will be asked about such outsourcing is if there is an epistemic problem about cognitive outsourcing as such. To ask if there is an epistemic problem with x for (...) S is to ask if x is a problem for S’s ability to acquire true belief and avoid false belief. To ask if there is a problem for S with x as such is to ask if it is impossible to solve the problem for S while leaving x as is. I argue that, if we consider the five most plausible candidate epistemic problems raised by cognitive outsourcing—i.e., unreliability, gullibility, irrationality, dependency, and lack of epistemic autonomy—we see for each candidate that it is either not an epistemic problem, or not a problem about cognitive outsourcing as such. On the first page of 1984, Winston Smith is confronted with several posters featuring the face of Big Brother and the famous sentence, “BIG BROTHER IS WATCHING YOU.” This may not seem like a promising way to seduce someone, but the seduction of Winston Smith by Big Brother in 1984 is a most unusual love story. I call it a seduction because Winston’s mind and heart are slowly won over in the aptly-named Ministry of Love. Moreover, in the final scene (...) of the novel, Winston gazes, with tears in his eyes, up at Big Brother on the telescreen. The last sentence of the book states, simply, “He loved Big Brother.” How does Big Brother seduce Winston Smith? He certainly does not employ stereotypical methods. Big Brother is not particularly sexy, and his incessant angry shouting does not seem calculated to foster adoration. On top of that, Winston never meets Big Brother in person. His only access is through media: posters, stories, and the telescreen. We all know that it’s hard to maintain a long-distance relationship. Long-distance seduction is even more challenging. So how does Big Brother manage it? To answer this question, I use the theory of seduction first articulated by the philosopher John Forrester (1990, p. 42), who argues that “the first step in a seductive maneuver could be summed up as, ‘I know what you’re thinking.’”. In this paper, I describe some of what I take to be the more interesting features of friendship, then explore the extent to which other virtues can be reconstructed as sharing those features. I use trustworthiness as my example throughout, but I think that other virtues such as generosity & gratitude, pride & respect, and the producer’s & consumer’s sense of humor can also be analyzed with this model. The aim of the paper is not to demonstrate that all moral (...) virtues are exactly like friendship in all important respects, but rather to articulate a fruitful model in which to explore the virtues. Section 2 explores the relational nature of friendship, drawing on Aristotle’s discussion of friendship in the Nicomachean Ethics. Section 3 catalogues four motivations for taking seriously the friendship model of virtue. Section 4 applies the friendship model in depth to the virtue of trustworthiness. (shrink)

First, we explain the conception of trustworthiness that we employ. We model trustworthiness as a relation among a trustor, a trustee, and a field of trust defined and delimited by its scope. In addition, both potential trustors and potential trustees are modeled as being more or less reliable in signaling either their willingness to trust or their willingness to prove trustworthy in various fields in relation to various other agents. Second, following Alfano (forthcoming) we argue that the social scale of (...) a potential trust relationship partly determines both explanatory and normative aspects of the relation. Most of the philosophical literature focuses on dyadic trust between a pair of agents (Baier 1986, Jones 1996, Jones 2012, McGeer 2008, Pettit 1995), but there are also small communities of trust (Alfano forthcoming) and trust in large institutions (Potter 2002, Govier 1997, Townley & Garfield 2013, Hardin 2002). The mechanisms that induce people to extend their trust vary depending on the size of the community in question, and the ways in which trustworthiness can be established and trusting warranted vary with these mechanisms. Mechanisms that work in dyads and small communities are often unavailable in the context of trusting an institution or branch of government. Establishing trust on this larger social scale therefore requires new or modified mechanisms. In the third section of the paper, we recommend three policies that – we argue – tend to make institutions more trustworthy and to reliably signal that trustworthiness to the public. First, they should ensure that their decision-making processes are as open and transparent as possible. Second, they should make efforts to engage stakeholders in dialogue with decision-makers such as managers, members of the C-Suite, and highly-placed policy-makers. Third, they should foster diversity – gender, ethnicity, age, socioeconomic background, disability, etc. – in their workforce at all levels, but especially in management and positions of power. We conclude by discussing the warrant for distrust in institutions that do not adopt these policies, which we contend is especially pertinent for people who belong to groups that have historically faced (and in many cases still do face) oppression. In this article we argue that puzzle of tax compliance can be explained, at least in part, by recognizing the typically neglected role of ethics in individual behavior; that is, individuals do not always behave as the selfish, rational, self-interested individuals portrayed in the standard neoclassical paradigm, but rather are often motivated by many other factors that have as their main foundation some aspects of “ethics.” We argue that it is not possible to understand fully an individual’s compliance decisions without (...) considering in some form these ethical dimensions. Specifically, we argue here that there is much direct and indirect evidence that ethics differ across individuals and that these differences matter in significant ways for their compliance decisions. We then put this in the larger context of the inability of the standard neoclassical paradigm to explain compliance of at least some individuals, and we suggest several possible avenues by which theory can be expanded to incorporate ethics. We conclude by arguing that a full house of compliance strategies is needed to combat tax evasion, strategies that include the traditional “enforcement” paradigm suggested by and consistent with neoclassical theory, a less traditional “service” paradigm that recognizes the important role of a “kinder and gentler” tax administration in encouraging compliance, and, importantly, a new “trust” paradigm that is built on the foundation of ethics, in which the tax administration must recognize that it can erode the ethics of taxpayers by its own decisions. Several recent publications in biomedical ethics argue that organ donation is generally morally obligatory and failure to do so is morally indefensible. Arguments for this moral conclusion tend to be of two kinds: arguments from fairness and arguments from easy rescue. While I agree that many of us have a duty to donate, in this article I criticize these arguments for a general duty of organ donation and their application to organ procurement policy. My concern is that these arguments neglect (...) the role that trust plays in contemporary organ transplant policies and in differential rational attitudes toward donation. Recognizing donation as an achievement of trust, and acknowledging the warrant of many people's rational distrust or withheld trust in medicine, I argue, should have significant implications for the ethics of organ procurement. Philosophers have in general offered only a partial view of the normative grounds of reliance. Some maintain that either one of evidence or of pragmatic considerations has a normative bearing on reliance, but are silent about whether the other kind of consideration has such a bearing on it as well. Others assert that both kinds of considerations have a normative bearing on reliance, but sidestep the question of what their relative normative bearing is. In this article I attempt to provide a conceptual framework for thinking about reliance in a systematic way. I argue that reliance is a cognitive attitude that has a tighter connection to the guidance of our thought and action than ordinary belief does. My main thesis is that reliance has a ‘constitutive aim’: namely, it aims at guiding our thought and action in a way that is sensible from the standpoint of practical or theoretical ends. This helps explain why reliance (...) is, in contrast to belief, typically formed and revised in response to pragmatic considerations. (shrink)

Shared agency is of central importance in our lives in many ways. We enjoy engaging in certain joint activities with others. We also engage in joint activities to achieve complex goals. Current approaches propose that we understand shared agency in terms of the more basic phenomenon of shared intention. However, they have presented two antagonistic views about the nature of this phenomenon. Some have argued that shared intention should be understood as being primarily a structure of attitudes of individual participants (...) and their interrelations (Bratman, Searle, Tuomela and Miller). Others have claimed that shared intention should be regarded as being primarily a normative transaction which gives rise to interpersonal obligations (Gilbert). In contrast to these approaches, I propose a compromise view. I argue that shared intention involves a complex socio-psychological structure which ensures, in the absence of special circumstances, the existence of relevant moral obligations. My argument involves two main steps. First, I show that shared intention includes important relations of mutual reliance between the participants. Then, I argue that the existence of these relations of mutual reliance in shared intention helps us explain why, failing special circumstances, shared intention generates those obligations. This provides, in my view, a solution to the vexed question of the relation between shared intention and interpersonal obligations. (shrink)

This paper reflects on the change of relations among participants in nanotechnology governance through their participation in governance processes such as stakeholder dialogues. I show that policymaking in practice—that is, the practice of coming and working together in such stakeholder dialogues—has the potential for two-fold performative effects: it can contribute to the development of trust and mutual responsibility on the part of the involved actors, and it may bring about effects on the formation of boundaries of what is sayable and (...) thinkable in nanotechnology governance. Three vignettes about the work of the German NanoKommission indicate the development of new relations of trust, recognition and mutual responsibility among actors. It is concluded that governance in practice can assemble new collectives in which relations of trust are the glue holding the complex structure together. While such a consensus-based progress may be favourable for smooth technology development, it can be considered problematic if evaluated against the ideals of deliberative democracy, which often form the premises on which public engagement is based. Stakeholder forums were set in place with the intention of including various actors, but this is Janus-faced: if a dialogue becomes encapsulated in new governance networks, new exclusions can arise. For example, a policing of which information is released to a wider audience can occur. (shrink)

Trust has become an important aspect of evaluating the relationship between lay public and technology implementation. Experiences have shown that a focus on trust provides a richer understanding of reasons for backlashes of technology in society than a mere focus of public understanding of risks and science communication. Therefore, trust is also widely used as a key concept for understanding and predicting trust or distrust in emerging technologies. But whereas trust broadens the scope for understanding established technologies with well-defined questions (...) and controversies, it easily fails to do so with emerging technologies, where there are no shared questions, a lack of public familiarity with the technology in question, and a restricted understanding amongst social researchers as to where distrust is likely to arise and how and under which form the technology will actually be implemented. Rather contrary, ‘trust’ might sometimes even direct social research into fixed structures that makes it even more difficult for social research to provide socially robust knowledge. This article therefore suggests that if trust is to maintain its important role in evaluating emerging technologies, the approach has to be widened and initially focus not on people’s motivations for trust, but rather the object of trust it self, as to predicting how and where distrust might appear, how the object is established as an object of trust, and how it is established in relation with the public. Trust has been widely investigated both theoretically and empirically. Whether thought of as the result of a calculation of costs/benefits, a shared identity, or a leap of faith, there always seems to be an ‘as if’ rhetorical gesture which is ultimately needed to explain how actors move from the base of trust to expectations of trust via suspending judgment on uncertainty and fear of vulnerability to betrayal and exploitation – the actors ultimately act ‘as if’ they do not fear uncertainty (...) and vulnerability to betrayal. Yet this ‘as if’ element has remained seriously under-theorised. Drawing on Derrida's deconstruction, I propose a way of thinking this ‘as if’ element of trust. I thus argue that the decision to trust occurs in a terrain of structural undecidability. The latter is thought of as the possibility condition of trust as well as the subject of trust and a sense of responsibility for this trust. The aporiatic nature of undecidability makes this trust an auto-immune trust which obeys the tripartite logic of ‘without’ which both negates and affirms trust. (shrink)

Alliances are relatively new forms of relationships between businesses which allow cooperation in some areas of activity while maintaining competition in others, even in those areas where cooperation is the established procedure. Logically, this demands a mutual trust on the basis of which the cooperation can be established. The nature of this relationship is, furthermore, dynamic inasmuch as it develops over a period of time and generates new conditions which either enhance or destroy trust.This article reviews the general issues of (...) alliances and, in particular, the special relationships between the parties. The discussion of the creation and development of trust in an alliance describes both what technical, psychological, sociological and, particularly, ethical conditions make an alliance possible and the ethical nature of the necessary step which must be taken as trust is transformed from mere possibility into the actual fact of placing trust in a partner. This study aims to enhance the understanding about the influence of perceived ethical work climate dimensions on employees’ trust in co-workers. The instrument used was Victor and Cullen’s (1988) questionnaire containing five empirically derived types of ethical climate (caring, law and code, rules, instrumentalism, and independence). As hypothesized, the study revealed that the instrumental ethical climate dimension was negatively related, and independent climate was positively related to co-worker trust. Thus, two ethical climate dimensions (independent and instrumental) account for the 22.7 (...) percent variation taking place in co-worker trust while the remaining climate types had no significant impact. The findings may be of help particularly to human resource staff in developing policies to better off relations among employees acknowledging differing potential of ethical climate types. (shrink)

This paper is an examination of the role of trust in the previous seven papers in this issue of the Journal. Trust and trustworthiness are briefly characterized; their importance in business itself and in business ethics is briefly described; and each paper is discussed in relation to how trust figures in the ethical issues it raises. The overall discussion brings out the need for further work on the nature of trust and on the elements in business, such as transparency, that (...) apparently help to sustain it. (shrink)

This paper summarises the author 's doctoral research on the development of interpersonal/interorganisational trust in relationships between expatriate and Russian staff working in east‐west enterprises in Russia. There is strong evidence from a variety of researchers to suggest that in order for western businesses investing in Russia to succeed, the dif.cult process of building trust needs to be understood and managed since in the Russian business climate western standards and norms of ethical business have not yet been established. According to (...) research.ndings, western investors doing business in Russia and the long‐term, personal trust that characterises family and friend relationships more congenial and more productive than formal, arm's‐length contacts and contracts. In such a context, it becomes important to identify what creates and destroys trust in the post‐Soviet business environment. This paper describes the causal factors leading to trust or lack of trust in relationships within western‐invested strategic alliances in Russia. The key relationship under consideration is the one between expatriate western staff and managers seconded to the venture on the one hand, and their local Russian staff, counterparts and superiors on the other. This is an inquiry into the economic psychology of trust: that is, what model of the political economy of complex liberal democracies is conducive to attitudes that allow difference to be perceived in the terms of ‘significant other’, rather than as a menacing or an irrelevant stranger. As a test case of prevailing perceptions of otherness in European societies, I examine attitudes towards Turkey’s accession to the European Union.

It is uncontroversial that betrayal of trust which one has encouraged is a grave moral wrong. One case of this is promise breaking, whose self-evident moral wrongness contractarians must invoke to reduce the whole or the most important part of morality to the keeping of a hypothetical mutual agreement for minimal reciprocal services. What happens when we heed a call? Few writers have been as suspicious of their vocation as Franz Kafka (1883–1924). His story, A Country Doctor, (1919) ostensibly about a night visit to a patient that goes badly wrong, suggests a modern writer's journey to the heart of his work. There he discovers that trust, like the tradition which might sustain him, is blighted. This essay also examines Kafka's attitude to illness and the medical profession, and his close relationship with his (...) uncle, Siegfried Löwy (1867–1942), a country doctor in Moravia. (shrink)

If we want to understand how fundamentalist group ideologies are established, we have to comprehend the social processes which form the basis of the emergence and distribution of such beliefs. In our paper we present an innovative approach to examining these processes and explaining how they function: with the method of computer-based simulation of opinion formation we develop heuristic explanatory models which help to generate new and interesting hypotheses. The focus is thereby not on individuals and their idiosyncrasies but on (...) the dynamic mutual adaptation of beliefs in a group. These dynamics can produce an incremental establishment of ‘charismatic’ opinion leaders and an increasing radicalization and alienation. A prototype of such a simulation model has produced promising first results which are presented and discussed. (shrink)

Alvin Goldman develops the concept of “core voter knowledge” to capture the kind of knowledge that voters need to have in order that democracy function successfully. As democracy is supposed to promote the people's goals, core voter knowledge must, according to Goldman, first and foremost answer the question which electoral candidate would successfully perform in achieving that voter's ends. In our paper we challenge this concept of core voter knowledge from different angles. We analyse the dimensions of political trustworthiness and (...) their relevance for the voter; we contrast two alternative orientations that the voter might take—an “outcome-orientation” and a “process-orientation”; and we discuss how an expressive account of voting behaviour would shift the focus in regard to the content of voter knowledge. Finally, we discuss some varieties of epistemic trust and their relevance for the availability, acquisition and dissemination of voter knowledge in a democracy. (shrink)
