Question Need help designing a conference schedueler

I am currently designing a form to allow students to change their schedule for the upcoming school year. I need a way to check if there are a certain number of people signed up for a time slot so I can remove it from the options students can select from. Any help is appreciated.

You can not do this with HTML/CSS alone. I can think of a way to do it using JavaScript, but the best method would be with a database.
Question: How are the students interfacing with this? Via the internet? On a computer? Is the compute always on? Need more information and your code for the form would help..
