amended locations of files on NCDC FTP site; these files have
date-stamped file names which change each time a new version is
published … now pointing to the directory where these files can be
found!

The URL for the HXL project moved to new location, and the data
dictionary changed from numeric terms to use of hashtags and attributes.

This reverts commit 40e5d87.
