Provide a way to constrain panning of the map to a defined area when the map is initialized.

This type of control was in the OpenLayers JS API years ago when I was using it. It was simply a max extent set as a map option. Seems to be common sense that this would exist. Why would you want a user to be panning into dead space or round and round the world. This needs to be part of the Google Maps v3 JS API.
