    Minimum wage was introduced as the base pay a head of household needed to support a family of four. Pay higher wages, poss homemakers.

    It is, tittle1 schools if 55% of the children are eligible for free breakfast &lunch the entire school receives B&L not stigma saves admin $

    Free lunches should be the standard in public schools not the exception. In the poorest of neighborhoods, it's the only meal some kids eat.
