Tom Richey explains the powers of the distinctive characteristics of the two houses of the United States Congress: the Senate and the House of Representatives. The Senate is the Upper House of Congress where all states are represented equally in a small legislative body with aristocratic traditions. The House of Representatives, or Lower House, is a larger body with seats apportioned based on population. In addition to its unique aristocratic traditions of "senatorial courtesy," the Senate has the distinct powers of ratifying treaties and confirming presidential appointments to the federal bench, the cabinet, and of foreign ambassadors. The House, being closest to the people and elected more often, has the sole authority to initiate revenue (taxation) bills.

Lower house
A lower house is one of two chambers of a bicameral legislature, the other chamber being the upper house.
Despite its official position "below" the upper house, in many legislatures worldwide, the lower house has come to wield more power.
A legislature composed of only one house is described as unicameral.
Common attributes
In comparison with the upper house, lower houses frequently display certain characteristics:
- Much more power, usually based on restrictions against the upper house.
- Able to override the upper house in some ways.
- Can vote a motion of no confidence against the government.
- Exception is Australia, where the Senate has considerable power approximate to that of the House of Representatives

House of Representatives is the name of legislative bodies in many countries and sub-national entitles. In many countries, the House of Representatives is the lower house of a bicameral legislature, with the corresponding upper house often called a "Senate". In some countries, the House of Representatives is the sole chamber of a unicameral legislature.
The functioning of a house of representatives can vary greatly from country to country, and depends on whether a country has a parliamentary or a presidential system. Members of a House of Representatives are typically apportioned according to population rather than geography.
National legislatures
The Indonesian People's Representative Council (Dewan Perwakilan Rakyat, DPR) is generally known in English as the "House of Representatives", as is the Dewan Rakyat of the Parliament of Malaysia and the Dáil Éireann of the Irish Oireachtas parliament. In the 2012 draft for a new Constitution of Egypt, the People's Assembly is called "House of Representatives".

In addition to its unique aristocratic traditions of "senatorial courtesy," the Senate has the distinct powers of ratifying treaties and confirming presidential appointments to the federal bench, the cabinet, and of foreign ambassadors. The House, being closest to the people and elected more often, has the sole authority to initiate revenue (taxation) bills.

The bill seeking to reimpose the death penalty has been approved on third and final reading at the House of Representatives.
The lower house in a session on Tuesday passed House Bill 4727—217 yes, 54 no and one abstention—seeking to reimpose capital punishment for heinous drug-related offenses.
