    Can't take away property rights once given without compensation ie paying cash for less rights. It isn't a matter of "we changed our minds." This is an important lesson for Centre Plan. That said the lot is owned by the prov, as I said, and that gives the public more control.

    I agree . It would be more responsible to engage in current public consultation, esp for waterfront lands, and not rely on discussion that took place ten years ago. If given the choice, I doubt the public would agree that this proposed bldg is best use of Cunard lot.
