If transaction fees dominate and vary wildly then miner incentives can be made less broken by putting a limit on fees per block. Sadly in practice this is broken because miners can be paid via direct payments.

If fees dominate fixed block rewards and drop too fast, miners are all incented to try to build their own history on the previous block to reclaim those rewards rather than building on the best chain

There's an attack on Merkle-Damgard which only requires N/3 bits of work, but so far it only works on long messages. Unclear how applicable to shorter messages
