The April 2015 decision by the Luxembourg prosecutor’s office to charge Édouard Perrin, the French journalist responsible for the LuxLeak revelations about tax avoidance schemes, hurt the Grand Duchy’s image and show that it was more concerned about deterring investigative journalism than protecting the public’s right to information.
