Unkept promises
On World Press Freedom Day in May 2014, shortly after his reelection the previous month, President Abdelaziz Bouteflika said: “I will spare no effort to consolidate and extend freedom of expression.” Independent media nonetheless continue to be subjected to direct and indirect harassment. Daily newspapers critical of the government, such as El Watan, have been deprived of badly-needed revenue after advertisers suddenly withdrew advertising under government pressure. The state’s control of printing and distribution networks provides a mechanism for censoring some newspapers such as El Fajr, which was forbidden to print for a month in 2014. Other noteworthy events include the closures of El Djazaira TV and El Watan TV in April and October 2015 and the jail sentence that an appeal court imposed on cartoonist Djehiche Tahar in November 2015 for including President Bouteflika in a cartoon criticizing shale gas production in the Sahara.
