While I can sympathize with your anger about it being rolled into Jetpack, I don't agree that it slows down a website as much as it used to.
I did multiple baseline tests here https://mattreport.com/jetpack-speed/
With standard feature set, all features enabled, no features at all. Shared hosting, dedicated hosting. This stuff is always subjective, and someone always rants about using a different testing tool, or theme, or standing on one foot while balancing a step ladder on your chin -- but for a casual site owner, I don't see the bloat.
