A FAN ID is a document that all the spectators of the 2018 FIFA World Cup™ matches must have to get the access to the stadiums. A FAN ID is a small laminated form containing the personal data of its holder.

If the application is approved, you may receive a FAN ID in any of the following ways convenient for you:

At the FAN ID Distribution Centers. The addresses and working hours of the FAN ID Distribution Centers are posted on the official website www.fan-id.ru in the "Where to get" section.

Citizens of the Russian Federation can receive a FAN ID at a post office or at MFC in Moscow.

Foreign citizens and stateless persons can have FAN IDs delivered by post for future crossings of the federal border of the Russian Federation. A foreign spectator can also select and arrange courier delivery to a VFS Global visa application center or a Rossotrudnichestvo representative office located abroad.

Information on FAN ID delivery and issuance is available in the "Questions and Answers" section – "Questions on FAN ID Delivery and Issuance".

When submitting an application for FAN ID issue, it is necessary to provid the information from a valid identity document; therefore, such a person will need to apply for a new FAN ID.

To obtain a FAN ID duplicate, you will need to produce the same identity document that you used in your application for FAN ID issue. The lost/forgotten FAN ID will be blocked.

You can read the requirements for the photo when submitting your application for FAN ID issue. These requirements are available in the section "Questions and answers" – "Application questions".

You must present the original of an identity document (the original of a birth certificate for children under 14 years), a ticket for a match or the document which entitles you to get a match ticket.

On the premises of FAN ID distribution centers, the following are prohibited:
- to be under the influence of alcohol or drugs;

- to perform actions which are aimed to provoke hate and hostility or violate the dignity of a person or group of persons based on gender, race, nationality, language, origin or religion;
- to offend public morality;
- to enter the center with animals or birds except for service dogs with muzzles;

It is prohibited to carry or use in FAN ID distribution centers the following things:
- weapons of any kind including those for self-defence, ammunition, piercing and cutting objects, objects which may be used as weapons, explosives, poisonous and strong smelling substances, radioactive materials;
- flammable and pyrotechnical substances and products (except for matches and lighters), including distress flares, flares, firecrackers, gas cylinders and chemical materials which may be used for making pyrotechnical products;
- other substances, articles and products which may cause smoke or flame; 
- devices and articles which are not pyrotechnical for scattering or dispersion of various materials and substances (confetti cannons);
- colouring substances;
- alcoholic beverages of any kind, narcotics or toxic substances or stimulants;
- propagandistic materials of extremist character or those containing Nazi signs or symbols or signs or symbols of extremist organisations;
- illicit trade or distribution by any means of political, religious and racist materials (including posters, leaflets, brochures).

A FAN ID may be received by an authorized representative who can provide a copy of the principal’s identity document, a notarized authorization form and the representative's identity document.

A FAN ID is required for the 2018 FIFA World Cup™ spectators in order to access the stadium and ensure a comfortable stay at the match venue. A FAN ID entitles its holder to free travel in the host cities on match days.

In case a FAN ID is used as an entry/exit document for the 2018 FIFA World Cup™, the foreign citizen’s passport must be valid as of the moment of entry and for the duration of stay in the Russian Federation.

Foreign spectators can enter and leave the territory of the Russian Federation visa-free multiple times with a FAN ID either in the laminated form or in electronic format if they have valid documents of identification that are recognized as such by the Russian Federation (Рassport).

Multiple entry is possible from 00:00 June 4 to 23:59 July 15, 2018 (local time of arrival). Multiple exit is possible from 00:00 June 4 to 23:59 July 25, 2018 (local time of departure).

In case a FAN ID is used as an entry/exit document for the 2018 FIFA World Cup™, the foreign citizen’s passport must be valid as of the moment of entry and for the duration of stay in the Russian Federation.

When submitting a FAN ID application you must specify the data from the ID document (passport) that you will use for entering the territory of the Russian Federation.

If the FAN ID application was approved or the FAN ID was obtained but the spectator has been issued a new ID document (recognized as such by the Russian Federation) on the basis of which he or she is going to enter the territory of the Russian Federation, the data in the FAN ID must be changed.

ID cards of foreign countries cannot be used for entering the Russian Federation.

1.     You have decided to travel to Russia for 2018 FIFA World Cup™ matches.

2.     Buy your match ticket athttp://tickets.fifa.com//.

3.     The matches will take place in 11 of the best and most beautiful Russian cities: Moscow, Saint Petersburg, Kazan, Sochi, Samara, Nizhny Novgorod, Kaliningrad, Yekaterinburg, Saransk, Volgograd, and Rostov-on-Don.

4.     Check to see if you need a Russian visa. If so, simplify matters by registering on the www.fan-id.ru website and get a free FAN ID by mail, by visiting a VFS Global visa center, or at a Rossotrudnichestvo representative office (addresses can be found on the www.fan-id.ru website). Travel to Russia using the FAN ID without applying for a Russian visa. If you will be arriving in Russia via another country, check whether you need a transit visa. If so, be sure to get it beforehand.

5.     What is a FAN ID?

     A FAN ID can be printed on paper (in laminated form), or it can be obtained in electronic form. We recommend you to get your FAN ID in laminated form right away.

     To access a stadium, you will need a FAN ID in laminated form + a match ticket.

     For visa-free multiple ENTRIES into Russia over the period from 00:00 4 June to 23:59 15 July 2018 (local time) you will need a FAN ID in laminated or electronic form + passport.

     For visa-free multiple EXITS from Russia over the period from 00:00 4 June to 23:59 25 July 2018 (local time) you will need a FAN ID in laminated or electronic form + passport.

     For free travel by public transport (except taxi) and on additional trains between host cities you will need a FAN ID in laminated form + a match ticket + passport.

6.     Where to register: on the www.fan-id.ru website.

7.     Carefully fill in all the fields, enter all your personal data (surname, name/names, date of birth, gender, nationality, series/number/date of issue/issuing authority of your passport) just as they appear in your passport (don’t shorten names; specify all the names if you have more than one), enter the number of the passport you are using to fly to Russia as well as your mobile phone number and email address. Choose the method you prefer for the delivery of your FAN ID and upload your photo. Keep in mind that the photo must have a light background. Learn more about the requirements on the www.fan-id.ru website. Follow them carefully!

8.     Receive notification to your phone and email address that your FAN ID application has been approved and prepare to get your FAN ID in the way you specified during the registration.

9.     Prepare for your trip, plan your itinerary, buy a ticket to Russia, and reserve a hotel room.

10.  If you have tickets for matches in different cities, register athttps://tickets.transport2018.com/free-train/schedule for free train travel to the required city. Specify your ticket number, the number of your approved FAN ID application or the number of the FAN ID itself and your personal data; then choose a train and reserve your travel.

11.  Hurray! You’ve got your FAN ID!

12.  Your suitcase is packed, your passport and FAN ID are ready to go. You are all set to travel! You can fly, sail or travel to Russia by land!

13.  If you are flying, present your passport and FAN ID during check-in for your flight to Russia.

14.  Hurray! You are on the plane!

15.  And now through the window you can see a city or a sea.

16.  Welcome to Russia!

17.  Present your passport and FAN ID at passport control at a border crossing point of the Russian Federation. You will be issued an immigration card. Keep it until you leave Russia.

18.  You have arrived! Remember that you must register with the immigration authorities within one day of your arrival at your destination. If you are staying at a hotel, as a rule, the hotel will take care of this for you. If you plan to live in and travel around Russia entirely in buses, mobile homes, personal vehicles, small vessels, etc., you do not need to register with the immigration authorities.

19.  Your FAN ID is your best friend in Russia. Don’t lose it!

20.  Take your match ticket and FAN ID with you to the match – without them you will not be able to enter the stadium. Remember that for access to the stadium you need a FAN ID in laminated form. You will not be able to enter the stadium using a FAN ID in electronic form. Be sure to get a FAN ID in laminated form beforehand at one of the nearby FAN ID Distribution Centers. This will only take a few minutes since you have already registered and have a FAN ID in electronic form.

21.  If you are traveling on a free train to another city for a match, take your passport, FAN ID in laminated form and match ticket with you – without them you will not be able to board the train.

22.  Everything went well! You have seen the best places in Russia and have experienced some unforgettable moments at the most anticipated football event of the year in Russia. You have felt our hospitality and picked up some souvenirs. But now the matches are over and it is time to leave. It is sad. Remember that if you used a FAN ID to enter Russia, you must also use it to leave Russia before the end of the day on 25 July 2018.

1) You have lost your FAN ID in Russia:

Get a replacement at FAN ID Distribution Centers in host cities. The addresses are shown below.

2) You have not received your FAN ID by mail at the address you specified and it is time to leave for Russia:

Use a FAN ID in electronic form – you will receive it at the email address you specified during registration at the website www.fan-id.ru. Print it out and you will be able to use it to enter and exit Russia.

What is a FAN ID in electronic form? It is:

- Your visa-free multiple ENTRIES into Russia over the period from 00:00 4 June to 23:59 15 July 2018 (local time) with the FAN ID + passport.

- Your visa-free multiple EXITS from Russia over the period from 00:00 4 June to 23:59 25 July 2018 (local time) with the FAN ID + passport.

- BUT! Remember: to enter the stadium, you must get a FAN ID in laminated form from a FAN ID Distribution Center in the city you have traveled to for the match (this will only take a few minutes).

- You will not be able to travel by free train to a match in another city with a FAN ID in electronic form. For this, you must have a FAN ID in laminated form.

A legal representative of a child (the father, the mother or a representative appointed by a child protection body) can submit an application for a child under the age of 14 years, sign his or her consent for the processing of the child’s personal data, and obtain a FAN ID.

This procedure will require the demonstration of the original of the child’s birth certificate, an identity document for the child’s legal representative, a ticket or a document granting the right to obtain a ticket, and a certificate of guardianship (if the child’s interests are represented by a guardian). (Art. 64, 123, 148.1 of the Code of Family of the Russian Federation, art. 26 part 1, art. 7 and 8 of the Federal Law dated April 24, 2008 No. 48-FZ "On Guardianship and Custody").

Please note that in order to submit an application for a child it is necessary to have his or her picture taken.

The information from the birth certificate/international passport is be used for submitting an application for a FAN ID for citizens of the Russian Federation under 14 years of age.

To submit a FAN ID application for foreign citizens under 14 years of age the information from an ID document recognized as such by the Russian Federation (passport) is used, unless otherwise provided by the effective legislation of the Russian Federation.

Yes, the child must be present for a photo.

To submit an application for a FAN ID issue, the following data are required:
- spectator’s family name, given name, patronymic (second name or names);
- date of birth;
- sex;
- details of the identity document (document’s type, series, number, issuing authority, issuance date);
- nationality;
- ticket request number or a 2018 FIFA World Cup™ match ticket number;
- a photograph;
- mobile phone number;
- e-mail address;
- mail address for FAN ID delivery.

Applications for FAN ID issue can get the following statuses:
"Approved" – a positive decision was taken for your application and your FAN ID can be issued.
"Not found" – you need to make sure that you have entered the number of an application for a FAN ID, rather than a ticket request number or ticket number.
"Under consideration" – the decision on your application is pending.
"Rejected" – a negative decision was taken on your application. 
"Cancelled" – the application was rejected because you have provided incorrect data.

You have received confirmation (by sms and e-mail) that your application is under consideration. Please wait until you get another notification about your application status. The standard time for processing a FAN ID application is 72 hours.

You must wait for a decision on the application and register again.

You may use a ticket request number several times (depending on the number of purchased tickets).

If you have lost the application number, you may check the application status on the official website using the details of your identity document (in the section "Check Status" -> "Forgotten Application Number?")

Please note that the application number is not required to obtain a FAN ID. If your application has been approved, you can receive your FAN ID by presenting your identity document.

Please take note! Check that you have entered the number of a FAN ID application not a ticket request number/ticket number.

The photo must be clear and in color with an uncovered full-face image without hat or headgear. For uploading at the portal, the photo must be in the .jpg or .jpeg format with a maximum file size of one (1) megabyte with a minimum width of 420 pixels and a minimum height of 525 pixels. 

The photo should have been taken no more than six months prior to the application date. 
The positioning requirements for the photo are the following: the individual must be in focus and in a forward facing position with eyes open, mouth closed, with a neutral facial expression and there are no other objects can be  included despite the face; the number of people in the picture should be no more than one, no chair backs or toys are allowed; the background must be plain white, the use of yellow, red, or other colour lighting is not permitted, the face should be evenly illuminated, the face and eyes must be clearly visible and free from shadows, there should not be any bright spots in the photo, "red eye" effect is not allowed.

The subject’s headgear must not conceal the face oval (e.g. for the persons whose religious beliefs do not allow them to be seen by strangers without a head covering or for whom the continuous wearing of a head covering is a mandatory attribute of their national or religious affiliation) provided that the citizen is shown wearing such headgear in his or her identity document; persons who always wear eyeglasses may provide/take their photo while wearing eyeglasses. The eyeglasses should have clean and transparent lenses (without tinting) so that the eyes are clearly visible. The rim of the eyeglasses should not hide the eyes. The eyeglasses should not show any glare; eye bandages are allowed only for medical reasons provided that the person is shown wearing such an eye bandage in the photo in the identity document; editing the colour image to improve the image is not allowed.

You can submit a new application with the correct data.

You can perform the correction procedure in your FAN ID application by yourself. To make corrections, you need to wait for the results of your application. 

After the decision on the application is generated you must fill in the FAN ID application once again specifying the same personal information that you specified in the previous application on the first page.

Then you must enter data that you can correct yourself: delivery type and address (if your FAN ID has not been sent to the previously specified address yet), photo, contact details and gender. To confirm the corrected data, you will receive a text message and an electronic notification to the email address you specified during your previous registration along with the control code. After entering the control code, your application will be corrected in accordance with the newly entered data. If the control code is not entered or entered incorrectly, the application will not be updated.

If you have no access to the Internet, please contact one of the FAN ID Distribution centers to correct your application.

You need to wait for the results of your application. After the decision on your FAN ID application is taken, please contact the technical support by e-mail: [email protected]. 

In your request, you need to specify: 
- the spectator’s full name; 
- the application number for the correction; 
- ticket request ID for a ticket to a 2018 FIFA World Cup^TM match, for which the FAN ID application was registered.

In order to validate the spectator’s data, you need to attach a scanned copy of your identity document with clearly visible passport details and the photo of the holder. 
A technical support specialist will contact you by e-mail as specified in your application in order to validate your request. 
After that, your FAN ID application will be registered again  and you will be notified with the  sms messages sent to your phone and e-mail notifications. 
If you have no access to the Internet, please contact one of the FAN ID Distribution centers to correct your application.

The postal delivery is performed at the fan’s request. For this purpose, in the process of FAN ID applying a fan should choose "By mail" as the type of delivery and specify the mail address for FAN ID delivery. 

The fan will receive e-mail and sms notifications on the FAN ID delivery status. Such messages will be sent to the e-mail address and the phone number specified during the fan’s registration. 
The delivery of postal items with a FAN ID can be tracked at the official website of the Russian Post: www.pochta.ru/tracking. The tracking code will be provided in the SMS and e-mail notifications. 

During the process of applying for FAN ID, you must specify the details from the same identity document that you will use for entry into the Russian Federation.

The foreign spector can also choose and register for the courier delivery to one of the visa centers located abroad. For this purpose the foreign spectator should in the FAN ID applying process select the type of delivery "To the visa application centre of VFS", then select the country and specify the visa application center from the list available in the country.

The foreign spectator will receive notification of the FAN ID sending via e-mail and SMS notice to the phone number specified in the registration process.
The tracking of the FAN ID delivery is available at the visa application centre website: www.vfsglobal.com. A tracking code will be specified in the SMS and e-mail notification.
A notification on the delivery of the FAN ID to the Visa Application Center will also be sent. 

In the process of applying for obtaining the identifier of the fan need to specify the details of the same document that will be used for entry to the Russian Federation.

During the process of applying for FAN ID, you must specify the details from the same identity document that you will use for entry into the Russian Federation.

You will have to present the ID document specified during registration when receiving the FAN ID.

In order for a person representing the interests of a spectator by power of attorney to receive a FAN ID it is necessary to present:
- the representative's ID document;
- a copy of the spectator's ID document with the information specified in the FAN ID application (containing an identifiable photo and readable information);
- a document confirming the representative's powers (a notarized power of attorney executed in accordance with the legislation of the country in which the FAN ID is issued).

A foreign spectator can choose theoption to have a FAN ID delivered to one of the Russian Centers of Science and Culture located abroad. In order to do this, a foreign spectator should select the option "to a Rossotrudnichestvo office", then choose the country and specify the office from the list of offices available in thatcountry.

The foreign spectator will receive a notification on the dispatch of a FAN ID at his or her email address and a text message at the telephone number specified by the foreign spectator at registration.

The approximate delivery time of a FAN ID is 45 calendar days from the moment of dispatch.

A fan can receive information on the availability for issuance of a FAN ID at a Rossotrudnichestvo representative office – Russian Center of Science and Culture –by contacting the respective office. The telephone number is provided in the list of the offices and will also be specified in the notification that the spectator will get by email or text message.

During the issuance of a FAN ID, the information specified must be from the same ID document that will be used for entering the territory of the Russian Federation.

You will have to present the ID document specified during registration when receiving the FAN ID.

It is possible to collect a FAN ID in a Rossotrudnichestvo representative office in person upon presentation of the ID document recognized by the Russian Federation as such (passport). A third party cannot collect a FAN ID by POA.

Postal delivery is performed at the fan’s request. For this purpose, in the process of  FAN ID application a fan should choose "In aoffice of the Russian Post" as the type of delivery and specify the post office for FAN ID delivery. 

The fan will receive two notifications (via e-mail and sms) about FAN ID delivery status. These messages will be sent to the e-mail address and the phone number specified during the fan’s registration: 
- the notice of the FAN ID dispatch to the fan at the address of the selected post office; 
- the notice of the FAN ID delivery to the selected post office. 
The delivery of the postal items with FAN ID can be tracked at the official website of the Russian Post: www.pochta.ru/tracking. The tracking code will be provided in the SMS and e-mail notifications.

The FAN ID will be delivered to the post office, marked as "On demand" and stored there for 30 days from the date of its receipt by the post office. The storage period starts to run from the day following the day of the  parcel receipt  in the post office.
It is necessary to use the same identification document both when you submit a FAN ID application and when you receive your FAN ID. List of identification documents for receiving a FAN ID in a post office:

- a passport of a citizen of the Russian Federation certifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation up to 14 years in age;

- a passport of a citizen of the Russian Federation certifying the identity of a citizen of the Russian Federation outside the Russian Federation (international passport)

- for citizens of the Russian Federation up to 14 years in age;

- a birth certificate or an international passport – for citizens of the Russian Federation of 6 to 14 years in age upon the presentation by a legal representative of a document certifying the identity as well as documents confirming their power to act as a legal representative.

A third party cannot collect a FAN ID by POA in a post office.

The delivery of a FAN ID to a post office to citizens of the Russian Federation under 14 years in age is performed at the request of a legal representative of the minor.
The issuance of a FAN ID to children under 6 years in age is performed without the child’s presence to his/her legal representative.
The issuance of a FAN ID to children of 6 to 14 years in age is performed in the child’s presence to his/her legal representative upon availability of the recipient’s ID documents.

The issuance can be performed to a parent, adoptive parent, or guardian on the basis of their ID documents and documents confirming their power to act as the recipient’s legal representative.

List of documents confirming the power to act as the recipient’s legal representative:
To confirm the parents’ power to act as the child’s legal representatives, the following documents must be presented:
- the child’s birth certificate containing information about the parent;
- the parent’s passport or another document certifying the parent’s identity containing information about the child (if the family name, first name or patronymic have been changed, the documents confirming the specified changes must also be presented).

To confirm the adoptive parents’ power to act as the child’s legal representatives, the following documents must be presented:
- a document certifying the adoptive parent’s identity;
- the child’s birth certificate specifying the adoptive parent as a parent (Provision 3, Article 44, Federal Law dated 15 November 1997 №143-FZ “On civil statuses”).
To confirm the guardians’ (including adoptive or foster parents) power to act as the child’s legal representatives, the following documents must be presented:
- a document certifying the guardian’s identity;
- the child's birth certificate;
- a certificate by a tutorship and guardianship authority on assigning a guardian (or a certificate on preliminary guardianship in accordance with Article 12 of the Federal Law dated 24 April 2008 №48-FZ “On guardianship and custody”).

A FAN ID can be issued at a multifunctional center for providing state and municipal services (hereinafter referred to as the MFC) in Moscow at the spectator’s request. In order to do this, the spectator should select "Moscow MFC" as a delivery option while submitting a FAN ID application and select the MFC in Moscow at which the fan would like to get a FAN ID.

The spectator will receive a notification on the possibility of getting a FAN ID at the MFC at his or her email address and a text message at the telephone number specified by the spectator at registration.

To collect a FAN ID in an MFC you must present:

1. In person: the ID document (valid as of the date of receiving a FAN ID) whose details the spectator specified in the FAN ID application

2. If collected by the representative of a spectator younger than 14 years in age, including a legal representative:
- the representative's ID document;
- the spectator's ID document, whose information was specified by the spectator in the FAN ID application;
If collected by a legal representative the presence of the spectator younger than 14 years in age is not required.

3. If collected by a person acting on behalf of a spectator younger than 14 years in age:
- a document confirming the representative’s powers (a notarized power of attorney or a proxy of authority equal to a notarized power of attorney in accordance with the civil legislation of the Russian Federation);
- the representative's ID document;
- a copy of the spectator's ID document whose information was specified in the FAN ID application (containing an identifiable photo and readable information).

You need to submit a new application for FAN ID issue and specify your correct personal data. After the new application is approved, you will be able to obtain your FAN ID with the correct personal data.

The estimated delivery time of a FAN ID to the post office is approximately 6 to 9 calendar days.

The estimated delivery time for a FAN ID to a foreign country is 30 days. Delivery to the Russian border post office takes 7 to 11 days. After this period, please check the delivery time of the local postal operator.

The following FAN ID delivery statuses are provided: 
"Not processed" – a FAN ID has not yet been processed. 
"In print" –  FAN ID issue is being processed. 
"Issued" – a FAN ID has been issued. 
"Sent" – a FAN ID has been sent. 
"Delivered to the operator" – a FAN ID has been delivered to the postal operator. 
"Delivered to the spectator" – a FAN ID has been delivered. 
"Returned" –  a FAN ID has been returned to the FAN ID Distribution center. 
"Declined when checking the data" – you need to provide a new photo in order to obtain a FAN ID.
