9) Deal announced last night is a BUDGET agreement. Not an appropriations deal. Appropriations are live ammo. One could anticipate a brawl in September over ICE/CBP and the wall. Those issues are FAR from resolved.

8) Key point: The spending caps/debt ceiling pkg does not fund gov’t. This sets a 2 yr ceiling for spending. The sides must come to agreement on on appropriatoons bills before Sept 30 to avoid a shutdown. Granted, this measure should make that an easier proposition for the fall.

7) Key point: The debt ceiling does not have to be raised/suspended until early September. Treasury Secretary Steven Mnuchin just wants this done before lawmakers leave Washington for the August recess to prevent a potential market shock.

6) Lawmakers from both sides are leery Trump could backpeddle from this deal anyway. However, lawmakers have expressed concern to Fox that Mueller’s testimony, coupled with questioning/remarks by Democrats, could incense the President, compelling him to back away from the deal.

5) On debt ceiling/spending caps deal, we have another, incalculable variable in the mixture: Wednesday’s testimony of former Special Counsel Robert Mueller.

4) There is a lot of concern that Trump - despite agreeing to the measure - could torpedo the entire deal. He nearly forced a shutdown in March, 2018 after everyone thought they had an agreement on a spending deal. Trump reneged on a December, 2018 agreement, sparking a shutdown

3) The only deadline is that the House wants to leave town for nearly six weeks starting Friday. The Senate has another week tacked onto its calendar. The measure blows out any modicum of fiscal responsibility imposed by the 2011 debt ceiling accord - sequestration spending caps.

2) We don’t expect the House to toy with this until Thursday at the earliest. But more likely, Friday. If it moves through the House, the Senate likely won’t touch it until next week. We are not up against a hard deadline on this..yet.
