Add developer account users & manage permissions

There are two different access levels on the Google Play Developer Console: "Account owner" and "Users."

The account owner is the first account registered on the Google Play Developer Console. Account owners can add users, manage individual permissions, and remove user access. Also, account owners can review changes made to the Developer Console using their Activity log.

Users don't need to pay the $25 Developer registration fee to access the Developer Console. Users can't pay the Developer registration fee for the account owner.

Here's a summary of how account owners and users can use the Google Play Developer Console:

Add users

Here's how account owners can add users to their Developer Console account.

Sign in to your Google Play Developer Console.
Click Settings.
On the left menu, click User accounts & rights.
Near the top of the screen, click Invite New User.
Type the user's email address.
Choose an access expiration date.
- If you don’t choose an access expiration date, the user will have ongoing access to the Developer Console account.
Select a role or choose individual permissions.
- You can use the drop-down menu to choose a pre-defined role or select specific permissions.
- When you add permissions, the permission applies to all apps in your Developer account.
- If you want to restrict the user to a specific app, leave permissions unchecked. You can add app specific rights after you've sent an invitation.
Click Send Invitation.

After you send an invitation, the user's email address will be listed under "Pending invitations" until they click the confirmation link in their email invitation. If the user’s access has an access expiration date, it will be included in their invitation. When the user accepts the invitation, the account owner will be sent a confirmation email. The user will need to sign in to the Developer Console using an existing Google Account or create a new account.

Note: If a user signs into the Developer Console using an email address different than the email address where the invitation was sent, the account owner will need to authorize the new account.

Update account expiration dates

If the account owner wants to update a user’s access expiration date, instead of sending another invitation, they can update the user’s account expiration date on their User accounts & rights page.

Sign in to your Google Play Developer Console.
Click Settings.
On the left menu, click User accounts & rights.
Next to an expired account, click the Settings icon.
Select Change expiration date.
Choose a new access expiration date.
Click Update.

Remove users

Sign in to your Google Play Developer Console.
Click Settings.
On the left menu, click User accounts & rights.
Near the right side of a row, click the Gear icon.
Select Remove user from console.

Add user permissions for Google Play Games Services

When you create a new Google Play Games Services project on the Google Play Developer Console, existing users with "Edit games" or "Publish games" permissions automatically have permissions to access Google Play Games Services features on the app using the Developer Console.

After a Google Play Games Services project has been created, if you add a new user to your Google Play Developer Console or extend an existing user’s Developer Console rights to include "Edit games" or "Publish games", you'll need to add the user to your Google Developers Console as well.

Here's how you can add a user to your project on the Google Developers Console:

Sign in to your Google Developers Console.
Select a project.
On the left menu, click Permissions.
Near the top of your screen, click Add Member.
Type the email address of the user you added to your Google Play Developer Console.
Choose a permission level.
Click Add.

Add user permissions for Google Payments Merchant Center

For another user to have access to your reports on your Google Payments Merchant Center, even if you've added the user with "View financial reports" permissions on your Google Play Developer Console, you need to add the user on your Google Payments Merchant Center settings.

After you've added a user to your Google Play Developer Console, here's how you can add them to your Google Payments Merchant Center:

Sign in to your Google Payments Merchant Center.
On the left menu, click Merchant settings.
Near the middle of the screen, click the User management tab.
Type the email address of the user you added to your Google Play Developer Console.
Choose a role type.
Click Save.

Manage users & add app-specific permissions

On the User accounts & rights page, you can use the "Role" drop-down to select a pre-defined role for a user or check individual boxes to turn on permissions that apply to all apps in your account.

If you don’t want a user to have the same permissions to all apps in your account, you can add app-specific permissions. Here's how:

Sign in to your Google Play Developer Console.
Click Settings.
On the left menu, click User accounts & rights.
Near the right side of a row, click the Gear icon.
Select Add app specific rights.
Click the search box to find or select an app.
- You can select multiple apps to add permissions for multiple apps at once.
Check boxes to add permissions.
Click Add rights.
- To remove app-specific rights, click the X next to a permission on the User accounts & rights page.

Definitions of individual permissions & rights

Create AdWords campaigns	Create AdWords campaigns directly from the Google Play Developer Console. Before users can create an AdWords campaign, the account owner needs to create the first campaign.

The following permissions are only available for developer accounts with Private Channel apps:
