The former president will lie in state at the U.S. Capitol ahead of the funeral, from Jan. 7 to Jan. 9.

Carter was memorialized by the nation's close allies as well as its rivals, with China lauding him as being key to the establishment of diplomatic relations between the two countries.

Politicians recognized Carter for his presidential accomplishments and humanitarian work after he left the White House.

Biden remembered Carter, who died Sunday, as someone who "lived a life measured not by words, but by his deeds."

Although the bird of prey is prominently displayed in the Great Seal of the United States, the country has never had an official bird in its 248-year history.

The measure would have increased the number of trial court judges in 25 federal district courts in 13 states in six waves every two years through 2035.

The president also objected to language prohibiting the use of money earmarked to transfer detainees held at Guantánamo Bay, Cuba, to some foreign countries and into the U.S.

The sentences of 37 of the 40 federal inmates on death row will be reclassified to life without the possibility of parole, the White House said.
