Obviously there are differences between Arab countries in this matter (Egypt is tougher than Iraq in my experience), but at the end of the day it depends on the author & his personal status. The Yacoubian Building was the turning point: in figures and in signaling other authors.

The change was, and is still felt, in both directions - more authors are willing to sell translation rights and more israelis are interested. I wrote an article about it a year ago. Here is a link (originaly in Hebrew):
