המיעוט לא מנסה לבטל כלום ולא להשליט את דעתו. הבעת דעה בצורת הפגנה זו אחת מיסודות הדמוקרטיה. ובגץ הוא כלי דמוקרטי שתפקידו לשים גבול להחלטות הכנסת וגם להחלטות הציבור שלא יצאו מכלל שליטה. למשל אם יוחלט שמותר לסקול חילונים שעבדו בשבת, גם אם הרוב מעוניין בזה, בגץ יוכל לעצור את החקיקה.

בדמוקרטיה גם למיעוט יש כוח; אי-אפשר לפגוע בבחירות דמוקרטיות כי כולם קיבלו את החלטת העם וכמובן שלבקר את תהליכי המדינה והממשל לא אומר שכופים דעה או לא מקבלים את החלטת העם; אין כאן החזרת שליטה, אלא ניסיון שמירה על הדמוקרטיה, שלא תהפוך לדיקטטורה בה מעוטים ירדפו כמו במדינות חשוכות.
