You've gotta judge monetary policy by its results. The fact that inflation has been below the Fed's 2 percent target for almost all of the last 7 years, and growth has been below historical norms, strongly suggests money has been too tight for most of that period.

The absolute value of interest rates are a bad way to judge the tightness or looseness of monetary policy. For example, it's obvious in retrospect that monetary policy was too loose in the 1970s, even though the FFR was way higher than it has been at any point in the 21st Century

I don't see any reason to say that one procedural tactic (fleeing to prevent a quorum) is sacrosanct while another (compelling senators to attend) is outrageous.
