I think, that under intellectual copyright, it could mean that created for school, owned by the school. Have had a couple of conversations around this at school. Not a clear picture, but early advice points to school ownership of created content.

That would be an attempt to implement FL badly/incorrectly. It is not ‘in addition...’, it is ‘instead of...’ Actually reduces homework time and anxiety, while increases available classroom time for active learning.
