To be fair, it was only Syria from 1944-1967 as a result of being divided between the French and the British. It was then used as high ground to attack civilians in Israel.

The "Palestinian" people were Jewish and Arab. In fact, many Arabs flowed into the land in early 1920s to take advantage of higher standard of living brought by the Jewish immigrants. The partition plan providing a Jewish and Arab state was rejected by the Arab League.
