The Topic: Ancient Texts Lead to Genealogical Discoveries: The Lives Our Ancestors Led

Program: The Jewish Theological Seminary in New York is often off the radar screen for many genealogists but the library is home to almost half a million volumes including manuscripts, rare books and archives. The archives are a treasure yet to be explored by so many of us and yet it is a rich repository of records of Jewish communities, institutions and prominent individuals in the US and Europe. We will take a digital trip and explore some of the treasures that can be found at JTS. Included in these archives are transcriptions of notes, memos and correspondence between the State Department and offices in Vienna, St. Petersburg, Warsaw and Bucharest from 1863-1906 that concern the legal position and persecution of Jews; and correspondence and notes about the Jewish community in France from 1700's until after WWII. We will also explore a variety of ketubot and mohel books and talk about the way all of these materials help us in our research.

Speaker: Dr. Janette Silverman is the JewishGen Ukraine SIG Coordinator. She was the president of the Phoenix Jewish Genealogy Society for 5 years, and is active on the IAJGS Membership Development Committee. Since 2007 she has served as a Moderator for the JewishGen Discussion Group. Her doctoral dissertation, "In Living Memory" is about Jewish genealogical research. Janette has been researching family history for almost 30 years. Janette is the Outreach Director for the William Davidson Graduate School of Jewish Education of The Jewish Theological Seminary in New York.

The National Genealogical Society (NGS) Board of Directors announced today, February 19, 2015 that they have appointed an new Executive Director, Ed Grandi. He will focus on the NGS growing portfolio of specialized family history learning resources. He had long experience in senior corporate roles specializing in insurance and risk management for nonprofits and most recently served as an Executive Director to a patient-interest association in Washington, D.C.

NGS, along with IAJGS and the Federation of Genealogical Societies (FGS) are the sponsoring members of the Records Preservation and Access Committee ( RPAC).

In 1981 the US Congress passed PL 97-28 authorizing the President to proclaim the week of March 8, 1982 as Women’s History Week. This continued for the next five years. In 1987 being petitioned by the National Women’s History Project, Congress passed PL 100-9 which designated the month of March as Women’s History Month. March, 2015 National Women’s History Month—is the National History Project’s 35th anniversary. This year’s theme is “weaving the Stories of Women’s Lives”, which presents the opportunity to weave women’s stories into the fabric of our nation’s history.

The National Women’s Project was founded in Santa Rosa, California to broadcast women’s historical achievements. Each year they chose some women to honor and this year they selected nine women who have contributed to the work of “writing women back into history”. The Topic: The Changing Borders of Eastern Europe

Few Jews lived in Eastern Europe 1,000 years ago. Ye, it was to become the home of 80 percent of the World’s Jews. As Russia expanded westward, more and more Jews came within the Russian Empire.This talk examines Russia’s efforts to limit the Jews in its midst and the Eastern European borders changes which frequently resulted in ancestral towns coming under the rule of several countries over time. Recognizing which governments were in control at various times can help in understanding the environment in which ancestors lived, events that stimulated migration, languages in which records were kept and likely locations where these records might be found.

Speaker: Hal Bookbinder’s areas of interest include Jewish history, finding missing

relatives, European border changes, immigration, citizenship and safe computing. He is a former president of the International Association of Jewish Genealogical Societies (IAJGS) and currently serves on the JewishGen Board of Governors. Hal is a founding member of JGSCV. Hal has identified over 4,000 relatives, tracing his roots to modern Ukraine and adjacent areas.

(US) Notice of Proposed Rule Making for Certification for Accessing the Death Master File

The National Technical Information Service (NTIS) is publishing a Notice of Proposed Rulemaking (Notice) describing a rule that would, if implemented, establish, pursuant to Section 203 of the Bipartisan Budget Act of 2013 (Pub. L. 113-67), a certification program to replace the temporary certification program currently in place for access to the DMF. The Notice will be published in the Federal Register before the end of December (originally it stated it would be published on December 24 but as of the date of this posting it has not yet been published). The Notice invites public comments on the proposed rule and certification program, and sets a 30 day comment period. The Notice may be reviewed at http://www.ntis.gov/assets/pdf/interim12-19-2014.pdf If there are any inconsistencies between this document and the version published in the Federal Register, the version published in the Federal Register governs.

Please note that the temporary certification program, established by NTIS under the Interim Final Rule (79 Fed. Reg. 16668, March 26, 2014), remains in effect.

Comments are due within 30 days of the notice of publication in the Federal Register. The proposed rule has added a provision not in the interim the rules which requires an attestation from an accredited certification body (independent third party) that the person has security systems in place to protect the information. The proposed rule requires that the accreditation body is accredited to the ISO/IEC Standard 27006-201 Information technology. There is nothing in the notice that states what the fees will be for accessing the actual data. IAJGS commented in the proposed interim rules that the fees were exorbitant for those solo and small businesses.

For those considering certification in order to access the restricted Death Master File I strongly encourage you to read the article by Dee Dee King (see below) , the first forensic genealogist to be certified. Not only is the access to the information very costly, the restricted database no longer provides many of the data elements we were used to in the Social Security Death Index (SSDI)—the commercial version of the DMF, nor does it have a search engine that the genealogical firms used that facilitated the search.

Family Chronicle Magazine, owned by Moorshead Publishing, announced they are changing the name of the Family Chronicle Magazine to Your Genealogy Today effective with their next issue-March April 2015. Their new web domain name effective March 1, 2015 will be: www.YourGenealogyToday.com. The name change after 18 years reflects a renewed look to be more recognizable within the genealogical community.

(European Union) Issues Guidelines That Would Expand "Right To Be Forgotten" Worldwide

The European Union (EU) issued guidelines that would expand their “Right to be Forgotten” to all countries where the search engines operate—another words worldwide. The EU Court of Justice recognized that the affects from the results obtained from searches made on the basis of a person’s name and did not require the deletion of the link other indexes and that the original information would still be available from other sources. Therefore, the guidelines address that the EU ruling cannot be circumvented as researchers could use the search engine in countries outside the EU. The search engines operate outside of the EU and someone could do a search on the non-EU websites and obtain the information that was removed in the EU—such as Google.com (US) vs. Google.de (Germany) or Google.fr (France).

(US) NTIS Reinstates Limited Access Death Master File (LADMF) Subscriber Certification Form

The Office of Management and Budget (OMB) required a cessation of applications for certification for the Death Master File (DMF) access effective September 30, 2014. ( See IAJGS Records Access alerts: November 5, 2014 September 30, 2014 and September 18, 2014). IAJGS was informed by the National Technical Information Service (NTIS) a branch of the US Department of Commerce that the Limited Access Death Master File (LADMF) Subscriber Certification Form, OMB Control Number 0692-0013, has been reinstated effective 12/17/2014.

If you are already certified by the NTIS you do not need to recertify now.

If you are interested in applying for certification the form is available for download at https://dmf.ntis.gov/ along with instructions for filling out the form and the Subscriber Agreement or Licensee Agreement. Those who are not certified and wish to receive the LADMF through the NTIS Temporary Certification Program for Access to the Death Master File under the Interim Final Rule (15 CFR Part 1110; 79 Fed. Reg. 16668, 3/26/2014), may now apply for certification to receive it. To do so you must pay the $200 certification fee and fully fill out, sign and submit the Limited Access DMF Certification Form. You will also be required to sign and submit a Subscriber Agreement or Licensee Agreement.

If the instructions for filling out the form and choosing the appropriate agreement don’t fully answer your questions, you may also call the NTIS Customer Contact Center at 1-800-553-6847.

IAJGS replied to the proposed OMB Paperwork Reduction Act about these issues and the November 5 IAJGS Records Access Alert includes the NTIS response. The genealogical community under the Records Preservation and Access Committee (RPAC) of which IAJGS is a sponsoring member, is intending to try to get amendatory legislation to address these issues in the 2015 Congressional session.

(Ukraine) IHRA Project to Study Killing Sites In Krements Region of Western Ukraine

The International Holocaust Remembrance Alliance (IHRA) initiated a project to study Holocaust-era killing sites in the Kremenets region of western Ukraine. They are scanning the area while they still have survivors who can tell them where to search. IHRA’s report ruled out conducting archeological digs in killing sites as it violates Jewish law.

Nazis had thousands of killing sites in the Ukraine. This is but one of them-that is part of a larger project funded by the German government. The team is led by Meylakh Sheyket, director for the Union of Councils for Jews in the Former Soviet Union which is using geophysical imaging to delineate the area where in 1942 Nazi’s buried thousands of Jews who they had murdered.

The National Archives (US) genealogy programs for the months of December and January have been announced. All programs at the National Archives are free and open to the public. The programs will be held at the National Archives in Washington DC at will be held in the National Archives Building Research Center (Room G-25), in Washington, DC. One program will be repeated at the National Archives at College Park, MD, located at 8601 Adelphi Road, which is marked with an asterisk (*). The programs are free and open to the public.

Genealogy Roadshow Season 2 Starts January 13, 2015

Another of the US-based genealogy TV shows is about ready to start its second season: Genealogy Roadshow. The premiere is January 13, 2015 8PM ET on your local Public Broadcasting Service (PBS) check your local listings. www.pbs.org

The show stars genealogists Kenyatta D. Berry, Joshua Taylor and Mary Tedesco*. It features local participants with claims and storylines where the genealogists work with the clues given to try to prove or not prove the “family lore”. There are three cities where they taped this season: New Orleans, LA, St. Louis, MO and Philadelphia, PA. The stories range from tracing a gruesome murder, paths to freedom from slavery, whether someone descended from the pirate Blackbeard, whether ancestors were signers of the Declaration of Independence , relations to famous Jazz musician and whether one’s ancestor helped someone escape the holocaust and more. Each episode takes place in a different venue in each locality.

(US-France) Sign Accord on Compensation for Those Transported on French National Railroad During Nazi Occupation

The French and United States announced a $60 million fund to compensate holocaust survivors and family members for those deported by France’s state rail company, SNCF during the Nazi occupation. I have received a number of inquiries from those who might be interested in finding out if they are eligible to apply to the fund. I have no information on the process of applying nor more on eligibility. Below is the latest information I have.

On December 8, the accord was signed . French human rights ambassador Patrizianna Sparacino-Thiellay said the agreement will cover thousands of survivors, their spouses or heirs in the U.S. who have not been covered by earlier compensation funds. According to the AP article the money is available to all nationalities who were deported by SNCF, the French national railroad during the Nazi occupation 1940-1944 (note the press releases below make exceptions for France and four other countries). The compensation fund, which must still be approved by the French parliament. The agreement is not without controversy in France where those non-Holocaust survivors and are descendants of those who lost their lives. To read the story see:

The notices from the department of state indicate those who are eligible to apply are the following:

1. Those who survived deportation from France and are nationals of a country other than France (with the exception of those from countries covered by bilateral agreements with France: Belgium, Poland, the United Kingdom, and former Czechoslovakia)

2. Spouses of those who were deported from France and are nationals of a country other than France (or one of the four countries mentioned above).

3. Estates “standing in the shoes” of survivors or spouses who died after the end of World War II would be eligible to apply for compensation on their behalf. These estates would need to show that the deported survivor or the surviving spouse was a national of a country other than France (or one of the four countries mentioned above).

JewishGen continues to mourn the victims of yesterday’s terror attack in Jerusalem. One of the victims, Rabbi Abraham S. Goldberg, was very active on JewishGen, and helped many people research their lineage (see the post from our Rav-SIG Discussion Group below). He will be greatly missed by all. May God comfort his family, and the family of all the victims, among the mourners of Zion and Jerusalem.

It is with great sorrow that I must bring you the news that Rabbi Abraham Shmuel Goldberg, whom many of you know, was brutally murdered this morning by Palestinian terrorists while at the morning prayers in a Jerusalem synagogue.

Rabbi Goldberg was an expert in rabbinical genealogy, but was of a very humble nature and would simply sign off to most of us as Abraham. Rabbi Goldberg and I worked together for years researching the Lipkin family and the yichus of Rabbi Yisrael Lipkin Salanter. I would search for public records and send them to him by email, and he would do translations from rabbinical books.

We had an enormous amount of email sharing and he translated many rabbinical writings for me about my Ish-Horowitz Ticktin Rittenberg family. He helped countless people searching for their "yichus" because of his gemilut hasadim. I am sure many of you received help from him.

My heart goes out to his wife, children and grandchildren. May they be comforted among the mourners in Tzion.

Veterans Day - Thank You

As we do each year on Veteran's Day, we take a moment to remember, reflect, and express appreciation to all of the brave men and women who have served in the armed forces of the United States of America.

Jews have played an active and key role in the military of the United States since they first arrived from New Amsterdam in 1654. From that time until today, Jews have risen to the highest ranks and have served with valor and distinction in defense of this great country.

It was put together by Seymor "Sy" Brody and it tells the story of how Jews became a part of the armed forces of America (both before and after the declaration of Independence in 1776).

After you read the story, click here to view stories that Jewish war veterans who served during WWII shared with the museum as part our "Ours To Fight For: American Jews In The Second World War" exhibit.

It will serve to foster an even greater appreciation for all of the United States soldiers who have and continue to protect this great country.

Ukraine SIG September-October update

1) During September & October, 2014, Ukraine SIG received the following:

Translations of scanned vital records (material still needs to be proofread before submitting it to JewishGen for inclusion in the JewishGen Ukraine Database) from FHL film 2192583 items 17 (124 births for 1861) 18 (33 marriage records from 1862), 19 (68 death records for 1862), 21 (48 death records for 1863).
Translation of a list of 177 people killed in pogroms from 1918-1921 and buried in a mass grave in Fastov.

2) In September, we submitted 7,250 death records to the JewishGen Ukraine Database from:

Priluki 1856, 1857, 1864, 1865.
Mogilev-Podolsky 1844.
Zaslav 1848, 1849, 1850, 1851, 1853, 1854, 1855, 1856, 1857, 1858, 1859, 1860, 1861, 1862, 1863, 1864, 1865, 1867, 1868, 1869, 1870, 1871, 1872,1873, 1874, 1875, 1876, 1877, 1878, 1879, 1880, 1881.
Zinkov 1839, 1849, 1850.

3) We acquired vital records images of book number 1162-1-3a from the Kiev archives. They include the following information:

Koshevata [now Kivshovata] 1847 births, 1847 deaths, 1849 births, 1851 births.
Stavyshche 1847 births, 1847 "community book."
Tarashcha 1846 births, 1846 marriages and divorces, 1847 births, 1847 deaths,1847 divorces, 1847 marriages, 1848 marriages, 1849 births, 1849deaths.
Zhashkov [now Zhashkiv] 1851 births.
Zhyvotiv [now Novozhyvotiv] 1851 marriages.

4) We received scans of the following FHC films:

Kersh 2009923 item 4 (158 images of vital records 1880-1884).
Priluki 2423896 items 7-20 (888 images of vital records 1885-1889).
Cherkassy 2289402 item 6 (153 images of marriages 1875-1878).
Cherkassy 2289403 items 1-6 (732 images of births 1837-1853 and deaths 1837-1849).
Cherkassy 2289407 items 1-3 (338 images of births 1885-1895).
Cherkassy Towns 2289407 item 7 (Gorodishche:14 images of marriages 1916; Orlovets: 187 images of births 1892-1911, marriages 1891, 1902,1907; Vyazivok: 29 images of births 1894, deaths 1902).

5) We are continuing to translate:

A 1913 business directory of the southwest provinces of the Russian Empire (so far we have translations of Mogilev-Podolsky,Kamenka-Podolia, Talnoye).
The list of people who relocated from Courland to Kherson in 1837 and 1840.

6) We are proofreading

2361 records of ship manifests from Pereyaslav, Vishnevets, Shumsk, Verbovets, Poninka, Zenkov, Zinkov.
414 records of marriages from Zinkov, Mogilev Podolsky, Priluki.
1930 records of births from Nikolayev and Priluki.

7) We have begun two new fundraising projects to acquire and translate records for:

An 1875 conscription census which includes Zinkov, Letichev and Volkovintsy.
Indexes of vital records from Balta.

8) Our cooperative mapping venture with Yahad in Unum is well underway!

39 town maps have been linked to their site and they are linking to our town pages.
We now have 16 active KehilaLinks sites corresponding to those 39 towns, and they are being linked to Yahad in Unum as well.

9) (drumroll please!) we have just received 25,900 pages of documents (22.5 GB) from CAHJP, which include census records, voters lists, resident lists, and more! The information covers:

Yizkor Book Project, October 2014

As with quite a few of my recent Yizkor Book Project reports, once again, I am able to announce the very gratifying news that yet another Yizkor Book has now been completely translated and appears online. This time the project which has reached this lofty goal is: Klobuck, Poland (The Book of Klobucko; in memory of a martyred community which was destroyed) which was adeptly coordinated by Allan Mantel.

During October, ten new entries were added from the Pinkas Hakehillot Poland (Encyclopedia of Jewish Communities in Poland) for Ukrainian communities and I wish to thank Ron Doctor, Ellen Garshick and the Kremenets District Research Group for being the driving forces behind this welcome initiative.

For those of you who aren't familiar, the Yad Vashem museum in Israel published a very large series of Pinkas Hakehillot (community encyclopedias) presenting details of a huge number of communities which had a large or small Jewish presence within them before the Holocaust. As such, these volumes do present us with unique information on communities that might not have been covered in any Yizkor book and hence, their importance to us. I have pleased to see that more and more people are taking interest in these volumes and if you are contemplating in sponsoring or translating any of the articles from these encyclopedias, please contact me and I will assist in facilitating their translation.

Now to facts and figures for October.
