The Dept of Social Welfare has no legislation requiring sole use of a PSC Card.
And it has, per reports, already received a report telling it that all the Sharing Of PSC Data with other Depts it has been doing hasn’t any lawful basis.

Senator @aliceeire: Despite the few high profile cases we're seeing advertised on the sides of buses, there's not a very large instance of identity fraud in Ireland warranting the privacy infringements of the PSC. Indeed, we have had far more instances of personal data breaches.

An @ICCLtweet concern is that there is no such primary legislation in support of the Public Services Card. And even if there were, we are very concerned that it would conflict with EU law.
