The only big issue is the title stating Ramsay Bolton. That's one of the few exceptions in the is in the now unmoderated list, so it's allowed. The scene is a spoiler event, but the setting is not identified in the art, so there is no context. That means it's not a spoiler and the OP can set the scope to NS if they want to.

Nearly every every comment is dealing with the appearance of the character, not the depicted event, so the overall scope is working. If most of the resulting comments were spoilers, the post would be removed. The show doesn't hide Ramsay's nature, so there are no spoilers for it. Discussing Ramsey's book appearance alone is a spoiler for the books, but the books treat the character reveal completely differently, and by the time he's identified as such it's obvious what kind of character he is. So overall that's a much smaller concern.

If you were only talking about an existing game, then [GAME] would be ok with the name of the game, so users will know what to expect. Since you're talking about new game with mention of both the Telltale game and stuff from the main GOT/ASOIAF story, that's where [EVERYTHING] is needed as a combined warning. Picking a good scope for a post is about what you're saying and what other users are expected to post in reply comments. Your opening is directing them to talk more about both the game and main story, so having a "bigger" scope is better for safety.

The show is ahead in terms of the overall timeline, but it's not as simple as that. The books and show both present events outside of time order to add suspense/action. The show's adaptation of book events is not straightforward either. Some book events have been applied to different show characters, and with the changes they happen earlier/later in the overall timeline. As the show's progressed it's started to present new events that may or may not be in the remaining books; it's really not clear how much information GRRM has provided D&D. This last season the show was also still pulling many details from the books. Most were from AFFC and ADWD, but it included bits that go all the way back to Book 1, AGOT. The show has also definitely adapted some events depicted in the pre-release chapters of TWOW. We won't know how much the show is going off on its own till TWOW is published, but it's safe to assume more existing book details not yet covered in the show will still be referenced or adapted in the next season, and there will be many more events that have not been seen yet in the books.

Many of the GOT subreddits don't acknowledge spoilers for older seasons since they're older.

As someone who moderates in a majority of the major GOT-related subs on Reddit, I have to disagree with you. I'm also very familiar with the other subs I don't moderate. Your history only has posts here and in /r/gameofthrones for related subs, and /r/gameofthrones is a LOT more strict about spoilers than this sub.

If not just report the damn thing.

This post was reported. That's why I'm here, as a mod, responding to the report, and asking you about the subreddit's rules. Yes, the bar for what constitutes a spoiler is a lot lower in this subreddit than others. Mostly it's managed by what any subscriber feels is problem enough to report, because every report is queued for mod review. The problem here isn't a mismatch between this post and any other. Most people feel death events are the biggest spoilers, and tagging it [No Spoilers] is disingenuous. That the tag was wrong is not in doubt, and this post was removed immediately after the report. The main issue now is

you deserve to get it spoiled.

Which suggests you just don't care about anyone else and intentionally post spoilers. That's a problem. If you can't post with more care than that, you can expect to get banned.
