Without Pakistan's belief that the US is prepared to be in Afghanistan for the long haul, any likelihood we can gain its cooperation on the Taliban evaporates. Instead, it reenforces Pakistan's determination to hold on to the Taliban as a proxy Pashtun force.

The announced partial troop withdrawal emboldens the Taliban to press for a full pull out. The action weakens the US hand in negotiations, having made a concession and getting nothing in return. It also weakens the Ghani government which has staked so much on the US commitment

Trump's pulling out is a strong possibility should Zal return from the region empty handed. But Trump may also justify leaving if Zal returns with something that Trump can spin as in Syria as representing a success.

Afghans should stop gloating over Trump's tirade against Pakistan. Hard to imagine progress toward peace if the Pakistanis are not on board. We may argue whether Pakistan can dictate to the Taliban but there's little doubt of its ability to play spoiler.

The US government and Kabul ought to eat crow for their naive agreement allowing Gulbuddin to become the disruptive political force he has become domestically. As I had predicted, he will accomplish from the inside what he was never able to succeed in doing from the outside.

Our strategic plan had specified it was "conditions based," which most people foolishly took as an indefinite commitment to stay. Trump had to be talked into the plan in the first place, so why should we be surprised if he takes this opportunity to bail out?
