Last year the Dept of Social Protection was informed the DPP had decided not to prosecute Fr Convey - “On the basis of the Garda investigation file it was decided that there was insufficient evidence to prosecute.”

The Dept of Social Protection initially estimated €646000 was falsely claimed by St Nathy's College under the school meals scheme. Yet in 2013 a repayment agreement was made for €294000. Emails seen by show confusion in the Dept as to how this figure was agreed

Circulars are sent to schools to remind them school meals funding must be spent on food alone. However Fr Convey said he had misinterpreted the scheme’s rules arguing he could use the money for other purposes including at one point hedge cutting services

At St Nathy’s College an audit of school meals under the DEIS scheme from 2006-2011 uncovered that principal Fr Convey repeatedly submitted claims based on inflated pupil numbers. Investigators estimated the overclaim on the food grant was over €646,000

The former principal was fined €15,000 – in sentencing him, the judge commented he could not condone what John Gallagher had done, saying he was “almost lost for words” as to the ease with which department funds could be so easily abused and misdirected.

The Department’s investigation concluded that over 3 yrs the school had overclaimed on the meals scheme in the region of €416,500. The overclaims were reported by the Dept to Gardaí – an investigation ensued and a file was sent to the DPP.

In 2009 Scoil Muire agus Padraig’s then principal John Gallagher retired, but when the new principal took over, the number of lunches claimed for tumbled by a drop of more than 80%, from 1,606 lunches to 297 in 2009/2010

However St Nathy’s wasn’t the only school to find itself in hot water over false funding claims – just 20 minutes down the road in the second-level Scoil Muire agus Padraig in Swinford Co Mayo, financial irregularities had already come to the fore.

The St Nathy’s Board including its chairman, local Roscommon solicitor, Declan O’Callaghan continued to defend Fr Convey and argued against the Department of Education’s attempts to remove him.

In an attempt to hide some of the additional payments, the principal Fr Convey made claims in the name of a relative of one of the retired teachers as if the relative was also teaching at the school – but she had in fact never worked there.
