אנחנו פועלים גם בפעולות אחרות ואינני חושב שזה המקום לפרטן, כולן במטרה להביא להחזרתו של גלעד שליט בריא ושלם הביתה. מדינת ישראל מוכנה ללכת כברת דרך ארוכה, יותר מכל מדינה אחרת, כדי להביא לשחרורו של גלעד, אבל עליי ועל כתפי האנשים שיושבים סביב השולחן הזה, על כתפי כל ממשלה בישראל מוטלת גם האחריות לדאוג לביטחונם ולחייהם של אזרחי ישראל.

אנחנו קיבלנו הצעה מהמתווך הגרמני. ההצעה הזאת היא קשה, היא לא הצעה פשוטה למדינת ישראל. ובכל זאת אנחנו הסכמנו לקבלה, מתוך ידיעה שהיא מאזנת בין הרצון שלנו להביא לשחרורו של גלעד ומנגד גם למנוע פגיעה אפשרית בחייהם ובביטחונם של אזרחי ישראל. עד לרגע זה לא נתקבלה תשובה רשמית של החמאס להצעתו של המתווך הגרמני.

Yesterday was the fifth anniversary of Gilad Shalit's abduction. He is being held by a brutal enemy, Hamas, which refuses to uphold either the minimal demands of the international treaties or humanitarian conditions.  It has refused to allow him even one visit by the International Committee of the Red Cross. It is holding him in harsh conditions and we know how his family is suffering. I think that the entire nation and all fair and just people in the world are incensed at what Hamas is doing.

We have applied heavy international pressure, which has found expression in remarks by the leaders of countries such as the US and in Europe, and in yesterday's statement by UN Secretary General Ban Ki-Moon, all of whom are demanding Gilad's immediate release and a visit by the ICRC beforehand. We have also decided to change the conditions of Hamas prisoners. That "party" is over.

We are involved in many actions, and I do not think that this is the place to go into details, all of which are in order to bring Gilad Shalit back home, safe and sound. The State of Israel is ready to go far, more than any other country, in order to secure Gilad's release but it is my responsibility, and the responsibility of those who are sitting here, to see to the security and lives of the Israeli people.

We received a proposal from the German mediator. This proposal was harsh, it was not simple for the State of Israel.  However, we agreed to accept it in the belief that it was balanced between our desire to secure Gilad's release and to prevent possible harm to the lives and security of the Israeli people. As of now, we have yet to receive Hamas's official answer to the German mediator's proposal.

We must defend our borders like any other country. The IDF acted in accordance with international law. We warned that we would defend our borders. We passed warnings to neighboring countries. The IDF operated according to clear orders. We issued repeated warnings on the ground. The firing was the last resort after all other possibilities had been exhausted.

I regret that I cannot tell you that the Syrian government did its utmost to prevent provocations. It allowed these people to create provocations and challenge Israel's sovereignty. This was an attempt to divert international attention away from what is happening inside Syria, including the harsh events in Hama.

We insist on our right to defend our borders, our communities and our citizens. We will do so with maximum restraint and responsibility.

Without a solution to the Palestinian refugee problem outside the borders of Israel, no territorial concession will bring peace. Equally, the Palestinians, and not just the United States, must recognize Israel as the nation state of the Jewish people, and any peace agreement with them must end all claims against Israel.

Prime Minister Netanyahu will make clear that the defense of Israel requires an Israeli military presence along the Jordan River. Prime Minister Netanyahu will also express his disappointment over the Palestinian Authority’s decision to embrace Hamas, a terror organization committed to Israel’s destruction, as well as over Mahmoud Abbas’s recently expressed views which grossly distort history and make clear that Abbas seeks a Palestinian state in order to continue the conflict with Israel rather than end it.

 ישראל מעריכה את מחויבותו של הנשיא אובמה לשלום. ישראל מאמינה שכדי שיכון שלום, הקמתה של מדינה פלסטינית אינה יכולה לבוא על חשבון קיומה של מדינת ישראל.

מסיבה זו. מצפה ראש הממשלה נתניהו לשמוע מהנשיא אובמה אשרור להתחייבויות האמריקניות כלפי ישראל מ-2004, שזכו לתמיכה גורפת בשני בתי הקונגרס. התחייבויות אלה נוגעות, בין היתר, לכך שישראל לא תתבקש לסגת לקווי 1967 שאינם בני הגנה ושיותירו מרכזי אוכלוסייה ישראליים גדולים ביהודה ושומרון מחוץ לגבולות אלה. התחייבויות אלה גם נועדו לחזק את קיומה של ישראל כמדינה יהודית, ע"י הבהרה ברורה שפליטים פלסטינים ייקלטו במדינה הפלסטינית ולא בישראל.

בלי פתרון בעיית הפליטים על ידי ישובם מחוץ לגבולות מדינת ישראל, שום ויתור טריטוריאלי לא יסיים את הסכסוך. כמו כן, הפלשתינאים ולא רק ארה"ב חייבים להכיר בישראל כמדינת הלאום של העם היהודי וכל הסכם שלום עימם חייב לכלול קץ לכל תביעה מישראל.

ראש הממשלה יבהיר שעל מנת להגן על ישראל, צה"ל חייב להיות פרוס לאורך נהר הירדן. ראש הממשלה נתניהו גם יביע את אכזבתו מהחלטת הרשות הפלסטינית לאמץ את החמאס, ארגון טרור המחויב להשמדת ישראל, ומהתבטאויותיו האחרונות של מחמוד עבאס שמסלפות את ההיסטוריה ומבהירות שעבאס חותר למדינה פלסטינית במטרה להמשיך את הסכסוך עם ישראל, במקום לסיימו.
