With AWS Config, you are charged based on the number of configuration items recorded and the number of active AWS Config rules in your account. A configuration item is a record of the configuration of a resource, in your AWS account. There is no up-front commitment and you can stop recording configuration items at any time. An AWS Config rule is considered active during a month if it records a compliance result against at least one resource during a particular month.

AWS Config
You pay $0.003 per configuration item recorded in your AWS account per AWS Region. You are charged only once for recording the configuration item. There is no additional fee for retaining the configuration item or any up-front commitment. You can stop recording configuration items at any time and continue to access the previously recorded configuration items. Charges per configuration item are rolled up into your monthly bill.
AWS Config rules
With AWS Config rules, you are charged based on the number of active rules in your account. With consolidated billing, AWS combines the usage from all accounts to determine which volume pricing tiers to apply, giving you a lower overall price whenever possible.

You can choose to evaluate rules when AWS resources change, or at periodic intervals like hourly or daily. The cost per rule per account in a month is the same regardless of how many times the rule is evaluated or how many resources the rule evaluates. You pay only for active rules in a given month, not for the total rules in your accounts.

We encourage our government customers and their partners to take advantage of the AWS GovCloud (US) Region for AWS Config and AWS Config rules. In the GovCloud (US) Region, you pay $0.0036 per configuration item recorded. AWS Config rules will be charged according to the following tiered pricing.

Configuration snapshots and configuration history files are delivered to you in the Amazon S3 bucket that you choose, and configuration change notifications are delivered via Amazon Simple Notification Service (SNS).
