Uploading the files should be done through BIRD’s upload system,
not as a new proposal but in the Reports tab. 

The files should be uploaded in the miscellaneous section:

 

Do not send your files by email to BIRD, unless you are explicitly requested to do so.  

BIRD highly recommends not waiting for the last moment and suggests uploading no later than 24 hours before the deadline.
