This is in the spirit of the What is a Word™/Phrase™ series started by JLee with a special brand of Phrase™ and Word™ puzzles.

If a word conforms to a special rule, I call it a Personal Word™.

Use the examples below to find the rule.

$$\smash{\lower{28px}\bbox[yellow]{\phantom{\rlap{rubio.2017.01.30} \Rule{18px}{20px}{0px}\begin{array}{|c|c|} \textbf{Personal Words }&\textbf{Not Personal Words }\\\end{array}}}}\\ \begin{array}{|c|c|}\hline\phantom{\Rule{0px}{20px}{0px}} \textbf{Personal Words }^™&\textbf{Not Personal Words }^™\\\hline \text{PUBLIC}&\text{PERSONAL}\\ \hline \text{GOVERNMENT}&\text{BUREAUCRACY}\\ \hline \text{LAYOUT}&\text{CHART}\\ \hline \text{SHEPHERD}&\text{MARSHALL}\\ \hline \text{ANSWER}&\text{FEEDBACK}\\ \hline \text{MOUSETRAP}&\text{UNDERNEATH}\\ \hline \text{CRIBBAGE}&\text{BLACKJACK}\\ \hline \text{FUNDAMENTAL}&\text{NUCLEAR}\\ \hline \text{THEREFORE}&\text{ERGO}\\ \hline \text{SHELL}&\text{COVER}\\ \hline \text{MUST}&\text{SHOULD}\\ \hline \text{AWESOME}&\text{WONDERFUL}\\ \hline \text{STILL}&\text{ANYMORE}\\ \hline \end{array}$$

CSV version:

Personal Words™,Not Personal Words™
PUBLIC,PERSONAL
GOVERNMENT,BUREAUCRACY
LAYOUT,CHART
SHEPHERD,MARSHALL
ANSWER,FEEDBACK
MOUSETRAP,UNDERNEATH
CRIBBAGE,BLACKJACK
FUNDAMENTAL,NUCLEAR
THEREFORE,ERGO
SHELL,COVER
MUST,SHOULD
AWESOME,WONDERFUL
STILL,ANYMORE

The puzzle relies on the series' inbuilt assumption, that each word can be tested for whether it is a Personal Word™ without relying on the other words.

These are not the only examples of Personal Words™, many more exist.

What an irony PERSONAL is not a Personal word™ :) – Techidiot 13 hours ago

(you're using a modified version of an older template for these puzzles I put together a while ago. You may want to see e.g. this post for the latest template, which cleans up the yellow background) – Rubio 11 hours ago

@Rubio: Ah, thanks for that! I've used this older template a few times now. I'll change it for this one. – Levieux 9 hours ago

@Rubio: The yellow part seems to be going over the edges a little bit. Also, the way it looks in the preview is not the same as the way it looks after I've saved the page. Anything I can do about that? – Levieux 9 hours ago

I see what I did wrong, I left the "fortunate word" part in, which didn't show up in the text, but apparently it helped determine the outline of the formatting. It still seems to be going a little bit across the edges at the bottom, though.. – Levieux 9 hours ago

I think that Personal Words

Contain personal pronouns in them

Examples

PUBLIC $\rightarrow$ I,
GOVERNMENT $\rightarrow$ ME,
LAYOUT $\rightarrow$ YOU,
SHEPHERD $\rightarrow$ HER,
ANSWER $\rightarrow$ WE,
MOUSETRAP $\rightarrow$ US,
CRIBBAGE $\rightarrow$ I,
FUNDAMENTAL $\rightarrow$ ME,
THEREFORE $\rightarrow$ HER,
SHELL $\rightarrow$ HE,
MUST $\rightarrow$ US,
AWESOME $\rightarrow$ WE,
STILL $\rightarrow$ I

Damn, this is the first one I've managed to solve myself, but I was three hours late :P – Wojowu 10 hours ago

Ooh that was fast! I guess the name of the words might have given it away a little bit :P – Levieux 9 hours ago
