Some NFL teams have the rule where they won’t televise the game locally (in state) if it isn’t a sell out to promote ticket sales which is an interesting and in my opinion clever move. Not sure if it would work in NZ.

I would say that average crowds have a fair bit to do with it. NRL crowds for 2017 average around 15,000. Lowest NFL teams average is LA with 25,000 all the way up to Dallas with 93,000.
