He's referring to 'must' and 'should'. Had extremely high up LA officer once explain that 'should' is those nice things if have money. I cut her dead, said you 'must' do a 'should' unless you got bl**dy good reason not to - and not about resources! She turned on a pin head.

Yes. Though in these cases, parental alienation has meant the child is saying they want nothing to do with one parent, in order to propitiate the other. And children services claim they have listened to the child’s voice & have no resource or inclination to do more. twitter.com/drlaurendevine…

The worst scenario (even worse than State Intervention, perhaps) is when Children Services preside over a childs removal from one parent to another, and then say there is no risk anymore, and withdraw. So the parent loses their child and does not even have court oversight. twitter.com/drlaurendevine…
