Exemptions to open-records request are written in law. Stuff that could be exempted includes private financial info of trade secrets from commercial partners. Many of D.C.'s incentives that were redacted would not qualify for this.

Just posted: D.C. Mayor Muriel Bowser did not go out of her way to offer Amazon huge financial subsidies, relying instead on subsidies for tech jobs already on the books. Would've equated to $488M to $1B for 50,000 jobs.
