Iranians don't make that distinction, and Leon Panetta affirmed that back when he was running the CIA, the CIA analysts saw nothing in the intel to support that distinction. It's a fiction. Obama-Rhodes-Brennan concocted it to sell the Iran deal. It's Echo Chamber propaganda.
